Who we are Florida Coalition Against Domestic Violence (FCADV) FCADV is… • Membership Organization • Administer state and federal funding earmarked for Florida's 42 certified domestic violence centers and STOP Providers. • Quality assurance • Partners with the certified centers, STOP providers and other community partners to ensure optimum provision of services to victims of domestic violence and their children, and other forms of VAWA • Recognized by HHS as the official DV Coalition for the State of Florida to assist Federal and State with meeting the goals of FVPSA and VAWA

What is VAWA/STOP? • The Violence Against Women Act was passed as a result of extensive grassroots efforts in the early 1990s, with professionals from the victim services field, law enforcement agencies, prosecutors' offices, the courts, and others urging Congress to adopt significant legislation to address domestic violence. Since its original passage in 1994, VAWA's focus has expanded from a primary focus on domestic violence to also address dating violence, sexual assault, and stalking. • VAWA sets policy and creates funding – Department of Justice, HHS, CDC • VAWA has a myriad of grant programs – Rural, sexual assault services, legal, Tribal services, Housing, Services* Training* Officers* Prosecutors* (STOP), and many more… • Each fund has its own purpose areas and restrictions, today we will focus on STOP.

What is VAWA/STOP? • One of the greatest successes of VAWA STOP is its emphasis on a coordinated community response (CCR) to domestic violence, dating violence, sexual assault, and stalking; • Courts, law enforcement, prosecutors, victim services, and the private bar currently work together in a coordinated effort that had not existed on the state and local levels. • VAWA also supports the work of community-based victim advocacy and service organizations to address domestic violence, dating violence, sexual assault, and stalking • STOP has a particular focus on ensuring that all services are accessible and requires programming that is culturally and linguistically specific.

What is VAWA/STOP? • S.T.O.P is a formula-based grant program to the states – base plus population • Requires each state have an approved State STOP Implementation Plan • Florida’s State Plan is developed by the Domestic Violence Program Office (DVPO) in the Department of Families and Children • The DVPO is responsible to ensure the State Plan goals are met

Federal Fund Requirements • Statutory Percentage Splits for State STOP Awards • Law Enforcement – 25% • Prosecutors – 25% • Courts – 5% • Victims Services – 30% - of which 10% for C and L • Discretionary – 15% • Match • Requires a 25% match for LEO, Prosecutors, and Courts. Victim Services may be waived, but still have to be matched by FCADV • STOP will pay for 75% of the total project • Match funds, including in-kind, must be spent/directed toward the project goals • Match funds must be accounted for with all project expenditures, including any in-kind contribution to the project

  10. Federal Fund Requirements, cont. State Certifications • Victim of sexual assault does not need to cooperate with law enforcement or criminal justice system to receive a forensic medical examination or reimbursement for any associated charges. • That the state is in compliance with notification provisions related to section 922(g)(8) and g(9) of Title 18 (notification to firearms provisions) • That laws, policies, and practices prohibit law enforcement, prosecuting officers, or other government official from requesting requiring an adult, youth, or child victim of an alleged sexual offence to submit to a polygraph or other truth telling device as a condition of proceeding with the investigation or charging, or prosecution of the offense.

FCADV Contacts • A single point of contact that is responsible for managing and providing technical assistance or researching provider needs • Communications shall be emailed via Contract_manager@fcadv.org • Box Net Accounts will be developed no later than August 5, 2011 for all STOP Providers - makes transfer of large documents easier than email - central repository for all contract related documents

  13. Monitoring Activities • STOP monitoring will begin in September 2011 • Schedule posted online at link below http://www.fcadv.org/quality-contract_monitoring.php • STOP Providers will receive an onsite monitoring • Information, understanding projects and future needs • Program component will be limited to the scope of the project goals and capacity needs to implement the project • Fiscal component will be limited to accountability for funds • Notification of monitoring will be released 30 days in advance of site visit • Formal Monitoring Reports are provided • Corrective actions plan required to be submitted to FCADV within 10 days of receiving monitoring report
