What Is the Purpose of the Construction Brain Trust? • The purpose of this initiative is to improve the construction contracting process and maintain professional relationships with all interested parties involved in the process • The success of this effort is contingent on open and honest discussion (exchange of information) from industry and GSA employees, which is the rationale for the composition of the membership of the Construction Brain Trust
The Construction Brain Trust Will Focus on: • Reviewing new processes and legislation, participating in conferences and seminars and working with the regions to develop innovative ways to purchase construction
Our Objectives • To have an improved construction process that is both effective and efficient to insure the best value for the Government when procuring construction • We will accomplish this by: * Identifying and promoting innovative processes * Identifying and maintaining relationships with GSA policy offices and regions and private industry to improve our construction processes
Membership Consists of: • Central Office Policy Offices: Office of Acquisition Policy (MV), and the Public Buildings Service (PBS)- Office of the Chief Architect • GSA Regional Construction Contracting Offices • The Associated General Contractors of America • Associated Builders and Contractors, Inc. • Mechanical Contractors Association of America • Finishing Contractors Association
Membership Consists of: • American Subcontractors Associations, Inc. • National Electrical Contractors Association • National Roofing Contractors Association • Air Conditioning Contractors of America • Plumbing-Heating-Cooling-Contractors National Association
The Benefits of Having a more Efficient Construction Process: • Better value and enhanced performance • Practices closer to commercial practices • Increased competition and better prices • Less time to complete projects • More effective and efficient specifications (a result of better policies)
Projects • Plan to partner with region(s) to develop and pilot an incentive type solicitation • Participate in the discussion on Construction as a Commercial Item • Co-sponsor a Construction symposium with the Public Buildings Service (planned for October 2002)
Accomplishments • The Construction Brain Trust: * Assembled a very impressive membership that actively participates * Participated in its first Construction Seminar with Mr. Thurman Davis, GSA’s Deputy Administrator and other senior managers to discuss GSA’s construction program
