Cleaner Production: A tool for Green Competitiveness in the Turkish Industry Ch 10. Progress and Future of CP Middle East Technical University Department of Environmental Engineering Workshop Series 31 March-2 April 2008 Ankara, Turkey
Objectives • Describes: • The measure of progress in the implementation of CP • The role of CP as a form of innovation • The changes required to achieve sustainable development • The Factor X by which eco-efficiency must be multiplied • The relation between knowledge and technological policy to determine the future guidelines of innovative research.
The Measure of Progress • Consumption of raw material per product unit • Annual consumption of energy in its various forms • Annual water consumption • Annual generation of waste streams • Annual generation of wastewater, in volume or polluting load • Annual generation of byproducts • Annual consumption of toxic substances • Annual generation of total and/or toxic waste, etc.
The Measure of Progress • The reduction index, RI, is calculated according to the following equation • (Gb/Pb) - (Gn/Pn) • RI = ------------------------- x 100 • (Gb/Pb) • where: • Gb = quantity processed or generated in the base year • Gn = quantity processed or generated in the current reporting year • Pb = product produced in the base year • Pn = product produced in the current reporting year • The Pn/Pb relation is also the activity index on the production facility
CP as Innovative Process • Incremental innovations involve adapting, improving or refining an existing product, process or service. CP is included in the incremental innovations, either as a user or a motivator of innovation • Radical innovations involve completely new types of products, processes or services. Firms that have implemented CP in their production processes will be more prepared for this new stage
The transition to a sustainable development • The transition from the current society to a society focusing on sustainable development requires changes that are much more significant than the incremental changes provided by CP, or any other tools focusing on producing short term improvements • will depend largely on the availability of appropriate technologies, as well as on an innovative strategy and conditions that must necessarily focus on sustainability at all levels
The transition to a sustainable development • A transition system to create an energy supply system that does not increase atmospheric CO2 will require implementing various technologies. • In the Mediterranean countries where CP plays an important role in incremental innovation, its cooperation with the national or university centres for applied technology should act as a stimulating element to help these research centres increase their possibilities of success in participating in radical innovation
Transition management principles • Long-term strategy in target setting • Integrated strategies for economic, social and ecological aspects • Composition of transition through projection and retroaction • Institutional support in its initial stage • Culture of consultation and cooperation • Re-engineering the institutional system
