HEALTH LITERACY DEFINITION Health literacy is defined as a person’s ability to obtain, process, and understand basic health information needed to make health care decisions that are appropriate for them (Koh, et al., 2012).
FIVE AREAS INVOLVED IN HEALTH LITERACY • Ability to read • Numeracy • Writing • Speaking • Listening (hear and comprehend)
KEY LEGISLATION Patient Protection and Affordable Care Act (ACA) • Section 3506: Addresses shared decision making • Section 3507: Seeks to make prescription drug labeling more consumer friendly • Section 5301: Awards grants to medical specialties who provide enhanced training to their staff in health literacy
ADDITIONAL LEGISLATION Plain Writing Act of 2010 Requires all federal agencies to improve readability of agency websites, all health related materials, employee training and processes to ensure compliance.
IMPLICATIONS OF LEGISLATION • Access: increased access to health care through the ACA has created a need to address health literacy. • Quality: the ACA and Plain Writing Act will have a positive effect on quality of care • Cost: improving health literacy will lessen the financial strain on the health care system
