Search and Rescue 2 (SAR ) • MH370 is now believed to have crashed on March 8 about 1850km west of Perth killing all 239 people aboard after the flight from Kuala Lumpur to Beijing was steered off course. • While Malaysia will maintain as a head for the investigation under international law, Australia is heading SAR 2 as Australia is providing extensive logistic support to Malaysia in the investigation into MH370. • Australia’s HMAS Success was among five ships expected to reach the new search site in the Indian Ocean of the missing Malaysian Airlines plane by nightfall. • Chinese ships has arrived with the others en route to the site where 11 white rectangular objects were found by a Royal New Zealand air force Orion. • The new search area is understood to be almost similar in size to Malaysia itself, stretching over 319,000 square kilometres
MAIN ISSUE ACCUSATIONS BY OPPOSITION AND INTERNATIONAL ACCUSATIONS BY OPPOSITION AND INTERNATIONAL Across the world, top newspapers and leading news agencies have started to rap Malaysia for the "mystery, confusion and disarray" in the search for the missing Malaysia Airlines flight MH370. So far, government leaders from Datuk Seri NajibRazak down have failed in one critical aspect: inspiring confidence and assuring Malaysians and the international community that they know what they are saying and doing. • The Malaysian government's handling of the disappearance of Malaysia Airline Flight MH370, which went missing on March 8, has been criticized by many, including China, who have demanded that it be more transparent in managing the search operations, which entered its sixth day Thursday. • "Malaysian officials have given ambiguous, inaccurate and at times directly contradictory information since the aircraft's disappearance, raising concerns among families of the passengers."
LEADERSHIP • Malaysia has good diplomatic ties with many countries and by international law is the head to lead the joint search by 26 countries. • Joint search has began since Day 1 • In the northern corridor, in response to diplomatic notes, we can confirm that China, India, Pakistan, Myanmar, Laos, Kyrgyzstan and Kazakhstan have verbally informed the search and rescue operation that based on preliminary analysis, there have been no sightings of the aircraft on their radar. With respect to the southern corridor, today two Chinese Ilyushin IL-76s will arrive in Perth to begin operations. The Shaanxi Y-8 which arrived yesterday will be operating from Subang air base in Malaysia. China is also sending an additional two ships from the Andaman Sea to join the five Chinese ships already in the southern corridor. Two Indian aircraft, a P-8 Poseidon and C-130 Hercules, arrived in Malaysia at 18:00 last night to assist with the search.HMS Echo is currently in the Persian Gulf and is en route to the southern corridor. The ship is equipped with advanced sensors that allow it to search effectively underwater.
Leadership/Board of Directors • The unprecedented and bizarre nature of the case would have challenged any government, let alone the leaders of a developing country like Malaysia, which lacks the capacity for much of the complex work required in the investigation. • The key breakthrough also came from unprecedented work to analyse satellite data, a time-consuming process.
ETHICS • KetikaPenerbangan Malaysia aktifbekerjasamadenganpihakberkuasaoperasimencaridanmenyelamatpesawat MH370nya yang hilangsejakpagiSabtulalu, iaturutmemberikanfokusutamakepadamenjagakebajikankeluarga yang terbabit. Australia has previously announced it will waive visa fees for victims’ families. The international media contingent is also likely to increase.
TRUST • Lack of trust by the international community and relatives of China victims is unfounded because • -Investigation involves many organisations from Malaysia, Britain, USA, China and Australia • -Analysing data is a long process. The key breakthrough of the investigation also came from unprecedented work to analyse satellite data, which is a time-consuming process.
RESPONSIBILITY • The Malaysin government has continuously stated their responsibility such as: • Operasimencaridanmenyelamat (SAR) pesawat MH370 yang masihhilangsejak 8 MARCH tidakakandihentikansehinggapesawatituditemuisemuladalamapajuakeadaan.PemangkuMenteriPengangkutan, Datuk Seri HishammuddinTun Hussein berkata, kerajaanberjanjikepadasemuapihakterutamanyakeluargapenumpangpesawatjenis Boeing 777-200 itubahawaoperasi SAR akanterusberjalansehinggaberjayaditemui."Inimerupakantanggungjawabdanjanjikitakepadakeluargapenumpanginibahawaoperasi
RESPONSIBILITY • Malaysia was claimed to be slow in responding to SAR. This allegation was unfounded because SAR begin in Day 1, with other countries. At the same time, Malaysia needs to seek many permissions from other countries, because the plane had lost was not under Malaysia jurisdiction, in terms of air space, land or sea area. • Technology owned by Malaysia is also limited. (However, In 9/11 case, the US radar had also not being able to detect the planes which had flown off course. How can they explain their irresponsible roles?)
INTEGERITY • Malaysia’s civil aviation department said on 1 April that the last words spoken by one of pilots of missing Flight MH370 were “Good night Malaysian three seven zero”, and not the more casual “All right, good night” originally reported. • The admission is likely to add to criticism of the Malaysian authorities’ handling of the search for the Malaysia Airlines flight which vanished on March 8 during a flight from Kuala Lumpur to Beijing. • However, Malaysian Transport and Defence Minister Hishammuddin Hussein, who insisted: “We are not hiding anything, we are just following the procedure that has been set.”
TRANSPARENCY • Many investigation findings were revealed during the press conference such as the following; thus if the Malaysia is not transparent, why they have to reveal the information. • Transcript The original transcript of the conversation between MH370 and Malaysian air traffic control is with the investigations team, where it is being analysed. As is standard practice in investigations of this sort, the transcript cannot be publicly released at this stage. I can however confirm that the transcript does not indicate anything abnormal. • Cargo manifestOn the matter of MH370’s cargo, the cargo manifest is with the investigations team, and will be released in due course.Preliminary investigation of the cargo manifest has not shown any link to anything that might have contributed to MH370’s disappearance. As was stated yesterday, all cargo carried on MH370 was in compliance with International Civil Aviation Organisation and International Air Transport Association standards.
TRANSPARENT • SAR begins in Day 1. Joint SAR between many countries was also begin in Day 1. The allegation of untransparent by the CNN or even by Malaysian Opposition such as Anwar Ibrahim was unfounded.
TRANSPARENCY Multiple investigation teams, information & findings are shared; thus very little chance of Government of Malaysia had not transparent Malaysia Airline Department of Civil Aviation (Malaysia) Internal Ministry of Malaysia Defance Ministry of Malaysia Federal Aviation Adminstration (FAA) United States National Transportation & Safety Board(NTSB) of USA Australia Aviation Investigation Bureau(AAIB)
Regulatory- Malaysia must comply to international regulations • Allegation that Malaysia was late in responding to the event was not true. Rescue mission was conducted in Day 1 with the help of Vietnam • Malaysia needs to apply for many permissions such as permissions to allow rescue planes to fly through Indonesia airspace. Rescue planes were flying to Perth to joint Hindi Ocean SAR, permission to satellite data request from other countries. Generally, all countries are defending their air space and security from any outside threats including China and Thailand.
COMMUNICATION • -DAILY PUBLIC CONFERENCES • -SPECIAL TEAM TO CHINA TO MEET THE RELATIVES • -THE ALLEGATION ON MAS NOT COMMUNICATING ENOUGH HAS BEEN PROBABLY DUE TO THE RELATIVES LISTEN TO SPECULATORS INCLUDING THE OPPOSITION FROM MALAYSIA, LANGUAGE BARRIER, TECHNICAL TERMS BARRIER, ETC
COMMUNICATION • Yes, there are evidence of mis-communication among the investigation team, but that are not tantamount to lack of competence or not being transparent (hiding information) • (e.g last word by the pilot/co pilot, two Iranians earlier reported to be look like Ballatoli
