  3. WHO IS BEN BOYD? Is a member of the Key Executive Team of Aclara Technologies, Communications Group, a global Smart Grid enabling engineering company headquartered in St. Louis, Missouri. Aclara is as subsidiary of ESCO Technologies, Inc., a publicly traded, billion dollar engineering consortium. As Vice President, Regulatory Affairs, his primary responsibility is to initiate and develop company strategies and corresponding relationships relative to regulatory matters, both domestic and internationally. He encourages the adoption and implementation of advanced metering communications technology solutions in the electric, natural gas, and water utility industries for Aclara, and reports directly to the Chief Executive Officer, ESCO Technologies. Prior to joining Aclara 4 years ago, he was Vice President, of Regulatory Affairs for Itron, Inc., where he had similar responsibilities at a lower level. During his time at both companies he has made numerous presentations on regulatory issues as they relate to advanced metering technology in the U.S., Europe, Central America and the Caribbean, has co-authored whitepapers on Technological Solutions to Energy Regulatory Issues, and Privacy and Security Concerns in Electric AMI Technologies Over the past twenty- eight years, Mr. Boyd held managing positions in wholesale energy delivery, rates and regulatory, and policy analysis and development at two state public utility commissions, and a municipal transmission and distribution system. He holds Bachelor of Business Administration and Master of Science degrees. He is in his third term as Chair of the Public Policy Committee, Utilimetrics Assn; is a Board member of the United Telecom Council’s Spectrum Services Board, and is an Executive level member of the Board of Directors of the Demand Response Smart Grid Coalition, In 2008 he won the President’s Award for Leadership given by Utilimetrics Assn.
