Novi set indikatora za praćenje javnih nabavkiNew set of indicators for monitoring of public procurement • Metodologija i indikatori su razvijeni uz pomoć UNDP Kancelarije u Beogradu i Ministarstva spoljnih poslova Kraljevine Norveške • Metodologija i indikatori su formulisani uzimajući u obzir domaći pravni i institucionalni okvir ali i međunarodna iskustva i dobru praksu. • Methodology developed with support of UNDP Belgrade office and Ministry of foreign affairs of Norway • Methodology developed with respect of Serbian legal and institutional framework, but having in mind international experiences and good practice

Definicije korišćene u metodologijiDefinitions used in methodology • Polazište: Opis poželjnog stanja vezanog za određeni indikator • Stub: Grupa indikatora formirana na osnovu principa javnih nabavki • Faze javne nabavke: Tri glavne faze postupka javne nabavke- planiranje, procedura, izvršenje ugovora • Indikator: Kvantitativni ili kvalitativni pokazatelj stepena ostvarenja Polazišta • Sub-indikator: Merljiva tačka u sistemu javnih nabavki koja može biti kvantitativno ili kvalitativno ocenjena i koja pruža informaciju o određenom indikatoru • Baselines: Description of desirable state regarding certain indicator • Pillar: Group of indicators established on the basis of public procurement principles • Public procurement stages: Three main stages of public procurement procedure- planning, implementation, contract execution • Indicator: Quantitative or qualitative indicator of the extent of accomplishing “Baselines” • Sub-indicator: Measurable item in public procurement system that could be quantitatively or qualitatively evaluated and that provides information on certain indicator

StrukturaStructure • Stubovi su izvedeni iz načela javnih nabavki/ Pillars derived from the public procurement principles • -Ekonomičnost i efikasnost / Economy and efficiency -Konkurentnost / Competitiveness -Transparentnost / Transparency -Jednakost ponuđača / Equality of bidders Kako navedenim stubovima/načelima nije bilo moguće grupisati sve potrebne indikatore uveden je dodatni stub / As it was not possible to group all important features of the system through above mentioned principals, we defined additional one as: -Integritet sistema / Integrity of the system

MetodologijaMethodology • Svaki od stubova je podeljen na tri faze u okviru kojih se prate pojedini indikatori • Svaki indikator se prati pomoću jednog ili više subindikatora • Svaki subindikator ima svoj težinski koeficijent u rasponu od 0.1 do 1 - subindikatori nemaju istu vrednost • Suma težinskih koeficijenata za pojedine subindikatore u okviru jednog indikatora je 1 • Svaki subindikator na osnovu prispelih podataka dobija ocenu od 1 do 10 po unapred utvrđenim kriterijumima • Svaki indikator dobija sintetičku ocenu od 1 do 10 na osnovu koje se ustanovljava odnos prema Polazištu • Each pillar divided into three phases within which the indicators are monitored • Each indicator monitored through one or more sub indicators • Each sub indicator has his weight coefficient – the range of coefficients from 0.1 to 1 – sub indicators are not equally important • The sum of coefficients of sub indicators within the one indicator is always 1 • The score in range from 1 to 10 is given to the each sub indicator on the basis of collected and assessed information • Each indicator is scored synthetically between 1 and 10. That score is the basis to assess to which extent the “Baseline” is achieved

Izvori podatakaSources of information • Uzorak obuhvata naručioce zavisno od veličine naručioca, veličine i broja nabavki tokom jedne godine, sektora kome pripadaju, geografskog položaja, načina osnivanja i sl. • Uzorak odgovara strukturi naručilaca u Srbiji • Drugi organi u sistemu javnih nabavki od kojih su prikupljani podaci: Uprava za javne nabavke, Komisija za zaštitu prava ponudjača, Budžetska inspekciju, privredni sudovi, prekršajni sudovi. The sample includes purchasing entities, including those of various size, number and value of public procurements conducted over the year, sector, government level, seat, legal status etc. The sample is based on estimated structure of purchasing entities in Serbia Data collected also from other institutions, such as: Public procurement office, Commission for protection of bidders’ rights, Budget inspection, commercial courts, misdemeanor courts etc.
