Background • The Ministry of Education and Sports (MOES) is responsible for formal and non-formal education (NFE) at all levels • National Sports Committee has been merged with Ministry of Education in 2011 • In addition to the roles and responsibilities of the MOES, Provincial Education and Sports Service (PESS), and District Education and Sport Bureau (DESB), individual communities often take initiative in support of Basic Education.

  3. National policy goals, international commitments • Exit Least Developed Country (LDC) status by 2020 • Education as key driver of human resource development to support industrialisation, modernisation • Achieve Millennium Development Goals (MDGs) by 2015 • Target 2:Net primary enrolment rate: 98%; completion rate Grade 1 to Grade 5: 95%; literacy rate 15-24 years: 99% • Target 3: Gender parity in education: 100%

Education Policies Development • Education Sector Development framework (2009-2015) • National Education System Reform (2006-2015) • Teacher Education Strategy and Action Plan (2006-2015) • The 5th Education Sector Development Plan (ESDP) 2011-2015 • National Policy on Inclusive Education (2011-2015)

  5. Top 3 Acheivements in Education • Improvement of National Universal Enrolment Rates- Lao PDR is on track to achieve 99% National Enrolment Rate. • Physical Resource Deployment successfully prioritized to areas highest educational need. • Strengthened Planning and Monitoring Systems

  6. Top 3 Emerging Issues/Trends • Financial Constraints for the Education Sector- budget allocations are below projected needs • Matching Education to Labour Market needs • Effective Teacher Deployment and Teacher Quality

  7. Top 3 Priorities in Education • Improving Education Management and Governance • Reducing Primary School drop out and Improving Grade 5 Survival Rates • Improving Education Quality through curriculum support, appropriate pedagogical tools and teacher support

  8. Top 3 Challenges in Education • Reducing Drop out rates and improving Survival Rates for Primary School (High repetition rates, particularly in Grade 1 – linked to many ethnic students not having Lao as their mother tongue). • Effective Teacher Deployment- in particular for remote and rural areas • Ensuring equal Access and Quality of Education for Urban and Rural areas

  9. Further action –post 2015 • Improve the quality of teaching and learning. • Continued provision of school block grants. • Improved support for teachers by district-based pedagogical advisors. • Strengthened involvement of local communities to support schools. • Improved monitoring and evaluation with a focus on results. • Expand provision of lower secondary access. • Increased financing for the education sector.
