Transit in the Nation’s Service • Nearly 10 billion annual passenger trips • 556 public transportation operators in urban areas; • 1,260 organizations that provide public transportation services in rural areas; and, • 3,660 organizations that provide public transportation services to the elderly and disabled people.

  3. Transit is a Target… • Armed Assault • Hostage Taking • Chemical Release On Board • Explosive on Board • Chemical Outside • Explosive/Sabotage Outside

  4. Transit is also Critical for Evacuation and Recovery • Dependable, multi-agency, multi-jurisdictional communications systems are essential • Added responsibilities for employees

  5. Transit Performs Well Under Stress • 9/11 • August 14, 2003 Blackout • LA Olympics • Loma Prieta Earthquake • Every day crises • 7-stage color-coded warning system

  6. What’s Important • Knowing our Vulnerabilities • Having Plans (Plan A, Plan B, etc.) • Training, Drilling and Practicing

  7. How Can ITS Help? • Knowing our Vulnerabilities • Surveillance video, data systems • Detection IT firewalls, chemical sensors • Trend analyses data collection /analysis • “Connecting the dots” models and simulations

  8. How Can ITS Help? • Having Plans • Planning must be multi-jurisdictional and multi-agency, so interoperable communications is essential National ITS architecture, standards and protocols provide strong framework

  9. How Can ITS Help? • Training, Drilling and Practicing • Evacuation instructions ATIS for employees and customers

  10. ITS Depends on the People Who Spec the Devices • 9/11 helped galvanize multi-agency, multi-jurisdictional coordination at the local level • Communications, communications, communications = ITS

  11. Looking to the Future… • Keep up the good work! • Leverage human cooperation…to leverage ITS…to enhance transit security • Understand that ITS for transit is not so much “the technology” but “getting data to flow” • Voila! “ITS = Getting data to flow = enhanced transit security”
