How to read the project outlines • Invitations for partnerships and dialogue, not blueprints for implementation • Different underlying quality and drive behind outlines • This is not research, but research capacity development • Budgets are very tentative • The proof is in the inception phase – • …and in the subsequent monitoring
Partnership proposals - basics • Purpose: enable south partners to get the best team as partners • Not a discussion about the “why” and “what”, but ideas about the “how” • new knowledge capable of alleviating development problems and the right to a better life is driving Danish support, not academic titles and peer-reviewed articles – manage tension • Role and function of research and knowledge in the four countries vary radically from oecd situation
Consortia or individuals • Join forces! • Rather a few good proposals than many not so good… • Your capacity to deliver may be smaller than you think… • Build on experience – bsu II is a continuation of bsu 1 • Not researchers only. Organisational development and change management capacity is also required, so is university management and administration expertise
Partnership proposals - content • Overall appreciation and possible comments to the Project Outline • methodology and approach, including a multi-disciplinary approach as relevant. • how you will apply a human right based approach and attention to gender equality • management set-up by the Danish applicant(s) • Capacity statement including ability to use Results Based Management principles. • Overview of previous experience with similar activities • Overview of key personnel to be engaged • Suggestions and comments to the Process Action Plan • availability for a workshop on monitoring in june-july • Comments to the draft outline budget included in the Project Outline.
Evaluation criteria • Approach, methodology, responsiveness of proposal…etc • Relevant experience, incl. from BSU 1. • Relevant team covering the demand – up to 25% can be from outside the 8 Danish universities • Availability for the inception phase • Process consultant assesses against criteria, partners choose, danida approve
The money, the money • Read the “eligibility list” – very carefully. • Partners will approve your requests for funds. • Help partners to get right what they can do. And what not. • The sensitive parts: incentives to performance, for partners and for you.
