First 5 Accomplishments • Since 2001, an average of 37,000 children, parents and providers have received services every year • Over 900 children have participated in First 5 funded preschools annually • In 2007-08, over 1,600 families participated in home visitation program • During fiscal years 2004-05 through 2007-08, over 1,300 stipends were awarded to encourage providers and teachers to increase their education
First 5 Accomplishments • In 2007-08, 1,200 children ages 0-5 and 280 pregnant mothers were served through One-e-App, a web-based program that helps determine health insurance eligibility and provides application assistance • Over 4,100 children were screened for development disabilities in 2007-08 • During the summer of 2008, over 2700 children participated in a kindergarten bridge program • Over 2,200 families participated in a literacy program in 2007-08
Return on Investment (preschool) • A recent study calculated that California would gain at least $2.00 (and possibly more than $4.00) for every $1.00 invested in preschool • A 2007 study determined that a targeted preschoolprogram in California would begin to pay for itself within six years • Preschoolwould net substantial benefits by saving government spending on K-12 education, child welfare, and the criminal justice system, and by increasing tax revenues
Return on Investment (home visitation) • Studies show that children that have been abused and neglected have higher rates of juvenile delinquency, teen pregnancy, school failure, alcohol use and psychiatric illness • The Parents as Teachers curriculum is used in First 5 funded home visitation services with a per child funding investment of $4,300. It is estimated that if each of the $4 million children born annually in the U.S. participated in a PAT program, more than $17 billion in benefits could be realized
Return on Investment (health systems) • First 5 serves as one of the few funding sources for uninsured children who don’t qualify for federal and state health insurance programs • A recent nine county study found that Healthy Kids decreases the chance of hospitalization for preventable diseases and manageable conditions by increasing access to primary care • The reduction in hospitalizations saves the State of California and federal government up to $7.3 million annually in hospital costs
