General Overview • Senate Bill 1 added some new roles/responsibilities for the CVFPB • Becomes effective February 4, 2010 • Creates two new agencies: Delta Stewardship Council & Sacramento-San Joaquin Delta Conservancy • Revises existing Delta Protection Commission
Delta Stewardship Council: Overview -New independent State agency -7 members -Must develop, adopt, & commence implementation of a Delta Plan on or before January 1, 2012 -Provides for appeal of certain actions in Delta
Delta Stewardship Council: CVFPB Roles & Responsibilities -DSC must consult with CVFPB in recommending priorities in the Delta Plan for state investments in levee operation, maintenance & improvements in Delta -DWRmust consult with CVFPB & Corps in preparing a proposal to coordinate flood & water supply operations of the SWP & CVP for potential incorporation into Delta Plan
Sacramento-San Joaquin Delta Conservancy: Overview -New state agency in Resources Agency -Power to acquire real property for ecosystem restoration in Delta -Must prepare & adopt a strategic plan for achieving its goals -Strategic plan must describe its interaction with state flood management efforts & be consistent with the CVFPP
Sacramento-San Joaquin Delta Conservancy: CVFPBRoles & Responsibilities -A designee of the CVFPBshall serve as one of ten liaison advisors in advisory, nonvoting capacity (Agenda Item) -Other advisory members include representatives from USFWS, NMFS, USBR, USACOE, BCDC, State Coastal Conservancy, Yolo Basin Foundation & Delta Protection Commission
Delta Protection Commission: Overview -23 to 15 members -Must appoint advisory committee -Must adopt an economic sustainability plan (ESP) by July 1, 2011 -ESP must include flood protection recommendations to state & local agencies -Must submit ESP to Delta Stewardship Council for potential inclusion in Delta Plan
Delta Protection Commission: CVFPB Roles & Responsibilities -No specified statutory roles for CVFPB However: -CVFPB may seek to participate on the DPC advisory committee -CVFPB may provide comments on the economic sustainability plan
