  1. Article 15 of the Revised Treaty The Council for Trade and Economic Development

Most often the COTED is seen as trade related and the CSME with sectoral issues like agriculture, services and transport. • But Article 15.2 of the Revised Treaty outlines the responsibility of the COTED very much more broadly - almost any issue which has implication for the economic development of the Community is in the remit of the COTED.

  3. Special Sessions of the COTED • The COTED seeks to discharge its responsibilities in specific areas through dedicated or ‘Special’ meetings. For example, only this year the COTED met in “special” sessions to consider issues relating to Energy and ICT respectively. In October it will be Agriculture.

  4. Special Sessions of the COTED (cont.) • This separation from the regular agenda of the COTED allows for more focused discussion and participation of persons skilled in these areas in light of the highly technical or wide ranging nature of these subjects. COTED (Agriculture) now benefits from being part of the Caribbean Week of Agriculture

  5. Joint Meetings included COTED • The COTED also joins with other Councils of the Community to consider cross-cutting issues. For example, the COTED has had joint meetings with the COFAP on matters relating to the Single Economy, and with the COHSOD on matters relating to the environment and climate change.

  6. Additional Oversight of COTED The COTED also provides policy guidance to Community institutions like: • The CARICOM Regional Organisation for Standards and Quality (CROSQ); and • The CARICOM Competition Commission (CCC).

  7. ARTICLE 15 - The Council for Trade and Economic Development The Council for Trade and Economic Development consists of Ministers designated by the Member States.

  8. ARTICLE 15 - The Council for Trade and Economic Development • The COTED is responsible for the promotion of trade and economic development of the Community. In particular, COTED shall: • promote the development and oversee the operation of the CSME;  • evaluate, promote and establish measures to enhance production, quality control and marketing of industrial and agricultural commodities so as to ensure their international competitiveness;

  9. The COTED is responsible for the promotion of trade and economic development of the Community. In particular, COTED shall: • establish and promote measures to accelerate structural diversification of industrial and agricultural production on a sustainable and regionally-integrated basis;  • determine and promote measures for the accelerated development and marketing of services; • promote and develop policies and programmes to facilitate the transportation of people and goods; 

  10. The COTED is responsible for the promotion of trade and economic development of the Community. In particular, COTED shall: • promote measures for the development of energy and natural resources on a sustainable basis; • establish and promote measures for the accelerated development of science and technology; • promote and develop policies for the protection of and preservation of the environment and for sustainable development; 

  11. The COTED is responsible for the promotion of trade and economic development of the Community. In particular, COTED shall: • promote and develop, in collaboration with the Council for Foreign and Community Relations, co-ordinated policies for the enhancement of external economic and trade relations of the Community, and j) undertake any additional functions remitted to it by the Conference, arising under this Treaty.  <<>>
