Exercise Torque Wrench/ OP Cant Quake • Op within construct of Ex Southern Katipo. • Tri service Task Force mounted. • 1 x EHO, 2 x EHT = EH Det. • Depart Napier 21st Feb, Onward to Lyttleton.
The Earthquake • 6.3 magnitude earthquake, which struck at 12:51pm on 22 February 2011 • Epicentre was east of Christchurch, near the town of Lyttleton.
The Effects The quake caused widespread damage: • Power outages • Major buildings and many homes damaged • Loss of water and water quality • Loss of sewage system • Significant road damage • Temp loss of medical facilities • Building fire • Airports closed • Injuries/Loss of life
Response • Torque wrench cancelled. • Initial responses for Lyttleton was mounted. • First contact made with CDHB & 2HSB(NZ). • Enter Christchurch. • 2 HSB(NZ) send reinforcements(2 x EHO, 4 x EHT 2 x NMV’s & Section packup) • Arrive ChCh Women's Hospital.
Task • CDHB link Kirsty Macleod and Denise Tulley. • Lt Buckland 3LFG link. • Lt Shaw CDHB link. • Muster equipment & Presence /absence samples taken for Hospital. • City Spilt into regions & sampling commenced • Equipment & Vehicles loaned out.
TASK • Working Hours 0730hrs – 1700hrs • 30 – 40 samples collected per day. • 100km covered per day.
Relief in Place • Relief in place (RIP) conducted to relieve initial teams 09 Mar 2011 • Contained Airforce elements (Flight Colin Edie), 2 HSB (NZ) TF EHO (Cpt Campbell), EHT (Pte Khan) and medics (Lcpl Albert & Pte Leadbetter). • Two day period AO familarisation.
Lessons Learnt • No Concept of Army EHO/EHT abilities and capabilities • Labs (incubators if needed) • FAC testing • Communications • Cellphones • Pre-Agreements Required with Emergency Response Authorities, • Maintain/create contacts
