Webinar Overview • This presentation is intended to be a summary level discussion of the information and requirements established in the Solicitation materials (it does not include all of the detailed information in the Solicitation materials). • To the extent that there are any inconsistencies between the information provided in this presentation and the requirements in the Solicitation materials, the Solicitation materials shall govern. • Participants should carefully review the following Phase 2 materials on PG&E’s Multi-Year RA Solicitation website: • 2019 Multi-Year RA Solicitation Protocol • RA Confirmation (Appendix A) • PG&E urges participants to ask clarifying questions regarding the Agreement prior to submittal of a bid under this Solicitation.
Expected Solicitation Schedule *All times are in Pacific Prevailing Time (PPT). All days are in business days.
Primary role of the IE is to: Monitor solicitation processes to ensure fair and equal treatment of all potential counterparties Monitor evaluation processes to ensure PG&E has implemented methodology as described and that bids are treated consistently The IE may review all proposal data and communications with Participants during official solicitation window 2019 Multi-Year RA Solicitation IE is PA Consulting Charles Janecek (Charles.Janecek@PAConsulting.com) Independent Evaluator (IE)
To expedite the process: Participants are highly encouraged (but notrequired) to have an EEI Master Agreement in place with PG&E to submit a bid in the Solicitation. To enable an EEI Master Agreement, please contact PGERARFO@pge.com. PG&E intends to utilize the same form of Confirmation that Participants executed in Phase 1. PG&E will not sell RA under a WSPP master agreement. On PG&E’s confirm, PG&E requests Bidders only modify the following terms: Quantity Price Delivery Term Product Type General Contract Guidelines
Confirmation Terms • Delivery of Product • Seller will identify the shown unit 15 calendar days prior to the compliance showing application of the Showing Month. • Payment Terms • Buyer shall make payments to Seller no later than 60 days prior to the Showing Month. • Credit Terms • PG&E will not post collateral/performance assurance.
Evaluation Methodology • Quantitative criteria • Price • Qualitative criteria • Counterparty creditworthiness
Bid Submittal • Bids must be submitted via the online platform at Power Advocate. Only accepted registrants are permitted to submit bids. • Register through Power Advocate (Bid Event: 97032) at: https://www.poweradvocate.com/pR.do?okey=97032&pubEvent=true • PG&E strongly encourages you to register immediately, prior of the bid submittal deadline • PG&E will only consider bids that, as of the submittal deadline, are complete and conforming bids. • All bids should be submitted on a single Bid Form. Participant may submit up to 3 variations for a single term/product. • Brokers submitting on behalf of multiple counterparties may do so, but must designate a single counterparty and ultimate signatory in the Bid Form. • PG&E will not accept bids that are contingent on the selection of another bid • By submitting a bid into this Solicitation, each participant is required to abide by the confidentiality obligations specified in the Solicitation Protocol.
Required Bid Submission Documents • All bid documents will be available on PG&E’s Solicitation website, and must be completed and included in the PowerAdvocate Bid submission.

Bid Form – Instructions • Be sure to ENABLE MACROS when opening the Bid Form. • Please make sure you save and submit the form in Microsoft Excel “.xlsb” format. No other formats will be accepted. • Each cell with a yellow background must be populated.
Bid Form - Instructions Read all instructions carefully! Large instruction areas that look like this appear at the top of some of the tabs. A button on the right near the top of the tab can be clicked to hide or display the instruction area.
Bid Form – Required Tabs Please read the Instructions tab carefully. In all cases, input is required on these tabs. Input is always required on one or both of these tabs. This tab contain tools to support bid development.
Bid Form – Paste BID Data Here Tab • The “Final BID Data” tab contains lots of validation mechanisms that will help you deliver acceptable data, but those mechanisms impose restrictions that disable a number of typical Excel functions such as sorting and drag-and-drop. Consequently, a non-required “Paste BID Data Here” tab is included that offers a richer pallet of Excel functions you can use to develop bids, then copy them to the “Final BID Data” tab. The header area of the “Paste BID Data Here” tab looks like this. • Use this feature to clear the “Paste BID Data Here” tab and reformat all its rows. • Use this feature to copy all data from this tab to a new workbook where all Excel’s functions can be exercised without any limitations. • Use this feature to automatically generate sequences of "Show Month and Year (Term)", "Transaction Type" and "Product to Buy" values. We strongly recommend that you experiment with this utility.
Bid Form – Paste BID Data Here Tab • Here is some additional functionality that is also available on the “Paste BID Data Here” tab to assist with bid development. • It is anticipated that you would do a lot of filtering on this tab. This feature will clear all filters quickly. • Use these buttons to copy all or selected rows to the “Final BID Data” tab. These buttons copy in data using a method that works around the locked columns on the “Final BID Data” tab. • Because you can copy information into this tab from other workbooks, formatting from another workbook might be brought in that you wish to remove. Use the “←Format” buttons in the far-right column to clean up a row’s formatting without removing the data.
Bid Form – Paste BID Data Here Tab The “Display Data Creator” feature on the “Paste BID Data Here Tab” can be used to automatically generate sequences of "Show Month and Year (Term)", "Transaction Type" and "Product to Buy" values. We anticipate that this feature could save you lots of time. Select the combination of options that fits best for the bids you are developing then click the “Create Data” button. When the button is clicked a form is displayed that looks like this.
Bid Form – Paste BID Data Here Tab Pictured here is a portion of the output from the example use of the “Display Data Creator” feature illustrated on the previous tab. As specified in that illustration, for every month/year term specified, “Buy/Sell” rows have been generated, and there are two rows for each specified product. And as specified, the data is sorted by term and then by product.
Bid Form – Paste BID Data Here Tab The “Copy Data to New Workbook” feature on the “Paste BID Data Here” tab can be used to copy the data on the “Paste BID Data Here” tab to a new/separate workbook. Continuing with the example from the previous slide, when the “Copy Data to New Workbook” button was click a new workbook was created that allows data created on the “Paste BID Data Here” tab to be manipulated employing all Excel’s features, then copied back to the “Paste BID Data Here” tab.
Bid Form – Final BID Data Tab • The “Final BID Data” tab is where you enter offers to buy RA from, or sell RA to, PG&E. • Bid IDs are automatically created in the Bid ID column based upon the File Name you establish on the “Contact Information” tab. • Only rows that contain Bid IDs will be considered valid bid submissions.
Bid Form – Final BID Data Tab • The “Final BID Data” tab includes numerous validation mechanisms that display error messages in the Bid ID column when an input error is present in a row.
Bid Form – Final BID Data Tab • Some error messages generated by the validation functionality on the “Final BID Data” tab require an explanation. A panel is provided at the top of the tab where an explanation is displayed when a red error message in the Bid ID column is clicked. • A click on any red error message • in the Bid ID column causes the pertinent explanation to be displayed in a red panel at the top of the tab.
Bid Form – Final BID Data Tab • The “Final BID Data” tab supports “Buy”, “Sell” and “Buy/Sell” bids, which can be specified in the “Transaction Type” column. • The blue “Sell” columns can only be populated when “Sell” or “Buy/Sell” are selected in the “Transaction Type” column. • And the orange “Buy” columns can only be populated when “Buy” or “Buy/Sell” are selected in the “Transaction Type” column.
Bid Form – Final BID Data Tab • On the “Final Bid Data” tab you can specify groups of mutually exclusive bids that key off the value specified in the “Showing Month and Year (Term)” column. For example, if you specify the month/year combination “Oct-20” in the term column, then the following options are available in the “Mutually Exclusive Groups” column. • In other words, for the “Oct-20” month/year combination three mutually exclusive groups can be established. Each group would employ one of the three values above in the “Mutually Exclusive Groups” column. And each group can contain only three members. • In the example above, for the term “Oct-20”, a mutually exclusive group • “Oct-20_Group_2” has been established.
Bid Form – Final BID Data Tab • Continuing with the example on the previous slide, if a fourth “Oct-20_Group_2” mutually exclusive group member was added red error messages would be displayed. • A click on any of the red error messages causes a full error description to display. • Complete instructions for use of the “Mutually Exclusive Groups” column can be displayed by clicking the blue [?] button in the column header.
Bid Form – Final BID Data Tab • When the Transaction Type “Buy/Sell” is selected the last two blue “SELL” columns on the “Final BID Data” tab are locked because they contain formulas that force those “SELL” volume columns to display the same values entered in the same row in the orange “BUY” volume columns. When those two columns are locked you cannot select an entire row and press the “Delete” key to clear the row. Rather, to clear rows select any part of one or more rows that you would like to clear and press the “Click here to clear…” button at the top of the tab. For example, to clear the second and third rows illustrated here select any portion of those rows… • …and click the “Click here to clear…” button • to clear the rows.
