  4. Planning • Evidence of NEED – condition / issue to be managed • Objective assessment of the BENEFIT of the proposed intervention / treatment • Design of SERVICE – people; skills; referral pathway; specialist centre? • MEASURES to demonstrate benefit / outcomes / quality

Procurement • Service specification is appropriate to meet the identified need • Detailed business case – to demonstrate clinical & cost effectiveness and value • Decision to designate as specialist care or as a ‘prescribed’ service • NPPPRG, NSSC/NHS Boards, SGHSC • CRGs, CPAG – Area Teams / NHS BT • Implementation – people; skills; referral pathway; specialist centre.

  6. Performance Management • Key Performance Indicators • Clinical Outcomes • Activity and Cost • Patient feedback / user satisfaction • Quality Performance Indicators and Governance arrangements • Benchmarking – shared database / audit • Quality Improvement Plan • Research
