National union of Entrepreneurs and employers of Kazakhstan “Atameken” is founded on the Congress of entrepreneurs of Kazakhstan at the initiative of N.A. Nazarbayev,the President of the Republic of Kazakhstan March 24, 2005 Delegates of National union of Entrepreneurs and employers of Kazakhstan “Atameken” made a decision of transformation of the Union into National Economic Chamber of Kazakhstan preserving the name “Atameken” Union”. June 5, 2007

Nazarbayev’s annual message to people of Kazakhstan “New Kazakhstan in new world”: … Ientrust the Government and state holdings to form requirements and recommendations for big companies on forming their strategies of industrial Diversifications in the dialogue between “Atameken” Union of entrepreneurs. I entrust the Government to develop and realize integral strategy of achievement on qualitatively new level of competitiveness and export abilities of economics… It should consist recommendations for big, medium and small business, information of necessary changes in legislation and real measures of state assistance in certain sectors, prepared together with the National union of entrepreneurs “Atameken”. Entrance into WTO on conditions beneficial for Kazakhstan …Government together with “Atameken” Union should prepare appropriate recommendations for our industrialists and entrepreneurs from all sectors of economics.

  13. «АTAMEKEN» UNION» NATIONAL ECONOMIC CHAMBER OF KAZAKHSTANTODAY: The process on establishing the single registry of private business enterprises is ongoing. The systematization of non-confidential information on directions and scopes, sectoral specialization of the business must play an important role in promoting them. As per the agreement with the Ministry of Justice of the Republic of Kazakhstan, the given job has the necessary support of registering bodies. The Board of the Chamber jointly with the Centre for engineering and technology transfer have established a Technical Council to assist in selection and promoting business projects with the innovational content. As per the agreement with the Engineering Academy of the Republic of Kazakhstan there is ongoing an operation on forming data base of technical experts which can analyze the projects on the level of their importance under market economy conditions. Technical Council, particularly, has been involved by the Chamber while selecting the projects within the frames of the “30 corporative leaders” programme. By the Expert’s Department on the basis of acting economists, auditors, financiers and accountants of the private enterprises and also sectoral associations has been formed a group on analytical support of the financial-economical expertise of the normative-legislative act's projects and other documents; there has been developed and introduced suggestions on reforming tax, customs, antimonopoly legislature; development of capital market and etc.

  14. «АTAMEKEN» UNION» NATIONAL ECONOMIC CHAMBER OF KAZAKHSTANTODAY: The Judicial service of the Chamber is conducting a big job on legal support and protection of legal rights and interests of entrepreneurs in expertise activities and social initiatives; and also in specific cases including court hearings. The Lawyers of the Chamber assist entrepreneurs in their disputes with the state (customs, tax) bodies. The essential limitation in the given activity is the principle not to interfere business disputes between private business entrepreneurs. At the same time we keep on receiving propositions from relative international organizations on assisting them establish the system of economic arbitration on the basis of the Chamber with attracting leading foreign specialists on economic disputes. Since June, 2007 “Atameken” is a member of World Chamber’s Federation (commerce, industrial, economic, marine, exchange, land, customs etc.), and also International Chamber of Commerce (ICC).

GOALS AND OBJECTIVESOF«АTAMEKEN» UNION» NATIONAL ECONOMIC CHAMBER OF KAZAKHSTAN GOAL: • OBJECTIVES: To create favorable conditions for initiative business development; to form and use new capabilities for private enterprise development. The main goal of the National chamber of economy “Atameken” is forming of optimal conditions for successful development of private business in Kazakhstan, obtainable through consolidation of entrepreneurs and their cooperation with the state and society. To ensure protection of legal interests of entrepreneurs from any threats of illegal and non-market order along with forming traditions of business social responsibility. To stimulate growth of competitiveness of Kazakhstan business, first of all with respect to outside manufacturers of me-too products and services; at the same time to obtain measures of state protectionism both in home and foreign market. To provide multilateral diversification of business, appearance of new technologies of sectors and productions with high added value cost, increase of Kazakhstani share in the activity of foreign companies. To bring out business and goods of Kazakhstan to foreign market, to assist to successful entering WTO.

EXPERT ACTIVITY OF THE CENTRAL EXECUTIVE BOARD OF “ATAMEKEN” UNION” ON DRAFTS OF NORMATIVE-LEGAL ACTS ( in 2007) The number of concrete suggestions and comments developed by the experts of the Union and sent to state bodies is in average 8-12 on each project of the normative-legislative act including projects of the law. The total number of suggestions made in 2007 is more than 4,5 thousand.

  22. «ATAMEKEN» CHAMBER: AT THE HEIGHT OF ENTREPRENEUR’S INTERESTS In February 21, 2007 as per numerous requests from the regions, by “Atameken” Chamber has been initiated a message to the government of the state on prolonging the duration of the property legalization. As a result of the support and practical actions of the Parliament and Government, thousands of entrepreneurs were able to realize their right to legalize their property. It’s results exceeded the previous legalization of the capital significantly. In February 2007 Union applied to the Government and Security Council of the RoK with a suggestion to establish an interagency group and develop normative-legislative act on protection of property rights and corporate raid counteraction issues. In April 2007 our Chamber has developed and introduced a program on improving the investment knowledge of the population by popularizing the institutions and instruments of the capital market by means of Mass Media. In April-September 2007 in the course of discussion on reforming tax legislature of the RoK concerned with the cancellation of privileges of some high priority sectors of the economy, the “Atameken” Union” National Economic Chamber of Kazakhstan insists on synchronization of this process by contemporary introduction of compensational mechanisms (decreasing the rates, introducing the subsidies etc). As a result the introduction of amendments that brings to increase of taxes has been cancelled.

  23. «ATAMEKEN» CHAMBER: AT THE HEIGHT OF ENTREPRENEUR’S INTERESTS In April-July 2007 “Atameken” Union” National Economic Chamber of Kazakhstan has initiated the consideration in Ministry of transportation and communication and “Samruk” Holding the issues of demonopolizing the activities of Kazakhstan Rail Ways and justifiability of the rates’ increase for the railway freight-transportation. As a result of the discussion Kazakhstan Railways company were refused to increase the rates. In May 2007 the “Atameken” Union” insisted on attracting the business community in the person of sectoral Union of Machinery of the Kazakhstan to the development of state program “On technological development of the Machinery sector till 2015”. The “Atameken” Union” Chamber is acting as a partner of the Government in realization of the “30 corporative leader” program. Within the frames of partnership with the “Kazyna” Sustainable Development Fund the “Atameken” Union” National Economic Chamber of Kazakhstan is acting as the coordinator of the regional projects that pretend to outburst meaning. At the first stage of the selection 122 business-projects were received by our Chamber. In August 2007 to solve the legal collision which occurred due to introduction of grain export licensing as a result of which there has been blocked the activity of grain companies. “Atameken” applied to Prime-Minister and General Prosecutor’s Office. As a result of measures taken and two weeks of hard discussions the legal rights of the entrepreneurs were protected.

  24. «ATAMEKEN» CHAMBER: AT THE HEIGHT OF ENTREPRENEUR’S INTERESTS In September 2007 our Chamber applied to Supreme Court of the Republic of Kazakhstan and General Prosecutor’s office due to several violations of the rights of the participants of foreign economic activities which occurred as a result of accepting amendments to the Tax Code. More than 40 thousand entrepreneurs could be brought to responsibility for the violations in which they were not guilty. “Atameken” Union” is keeping on the activities on supporting the entrepreneurs. In October 2007 “Atameken” Union” National Economic Chamber of Kazakhstan organized a discussion of the situation with the price fluctuation in food market with the participation of Grain Union of the RoK, Union of grain processors and flour millers, Union of Milk producers, Association of markets and trade enterprises, Association of enterprises of processing and food industry. As a result of the discussions there were memorandums concluded on counteraction to speculative tendencies, there were suggested measures on systematic provision of the stability of the prices for main food products. In November 2007 “Atameken” Union” National Economic Chamber of Kazakhstan together with the management of Customs Committee of the RoK, Association of customs brokers, Association of customs applicants and Association of markets initiated visiting raids to customs posts Khorgos and Kolzhat on unjustified arrest of 400 trucks with the goods that didn’t undergo customs clearance. As a result of the raid there was conducted a wide meeting with the participation of customs bodies and entrepreneurs-participants of the foreign-economy activities, on correction of the situation.

  25. «ATAMEKEN» CHAMBER: AT THE HEIGHT OF ENTREPRENEUR’S INTERESTS In December 2007 “Atameken” Union” National Economic Chamber of Kazakhstan has arranged a meeting of the entrepreneurs with the Karim Massimov, Prime-Minister of the RoK where there were highlighted the problems that worrying small and medium business. After conducting 32 meetings of working groups in all regions, as a result of discussions “Atameken” in January 15, 2008 introduced three blocks of suggestions that deals with the exact scope and mechanisms of direct and sideway financial support of small and medium business and elimination of administrative obstacles in its activity. In November-December 2007 “Atameken” Union” has participated in the work of the Council for diversification of the economy, Council for social development and Council for working with local maslikhats which were established in Mazhilis of the Parliament of the RoK where there were introduced suggestions on tax stimulation of the production sector and social responsibility of the business. In December 2007 “Atameken” Union” introduced 100 suggestions on the project of amendments into Tax Code of the RoK with the aim of stimulating the real sector of the economy in the spheres of food, processing industry and agriculture. In December 2007 “Atameken” Union” made a presentation of the project for the Government of the RoK on stimulation of the Stock Exchange for the interest of the Small and Medium Business to widen the possibilities of refinancing of the business under conditions of non availability of bank resources, by means of diversification of capital market instruments and liberalization of the prices of the securities market.

ACTIVITIES OF THE CHAMBER IN PROMOTING THE SOLIDARY INTERESTS OF BUSINESS COMMUNITY At a time “Atameken” Union” is initiating some amendments to the legislature on introducing in Republic of Kazakhstan the European Model of organizing business-community through realization of mandatory membership of enterprises in sectoral and regional associations and mandatory membership fees. AT A TIME The work on the project of widening the possibilities of refinancing of the business under conditions of limited bank resources, by means of diversification and liberalization of the capital market is ongoing. The suggestions on measures of support of the private sector by the State with a view to modify and diversify the economy, enrichment of the internal market and counteraction to the inflation are being considered There is a report to the Government and Parliament of the RoK on the issues of protecting the entrepreneurs rights and exact facts of violations committed by the public authorities are being prepared. There is ongoing development of Kazakhstan standards and adapted form of reporting on realization of practices of corporative social responsibility of the business .

CHARITY OF “ATAMEKEN” UNION” NATIONAL ECONOMIC CHAMBER OF KAZAKHSTAN • In 2007 sponsoring aid was rendered to: • - Eye microsurgery clinic in Almaty; • International youth film festival “Stars of Shaken”; • Civil Alliance of Kazakhstan; • 10 sets of obstetric equipment for maternity hospital in rural area (Almaty region, Pavlodar region, Aktubinsk region, Kyzylorda region) have been purchased and distributed; • Drugs for Almaty region Oncologic dispensary are purchased and transferred; • Equipment for complicated oral surgery is purchased and transferred; • The financial aid has been made for the construction of Orphans House for disabled children in Pervomaiskoe village in Akmola oblast. • Expensive operations for children, including operations abroad are paid regularly.
