CBWM Community Based Watershed Management in Santo André, Greater São Paulo Region • To elaborate and initiate the implementation of a more effective and participatory watershed management, which takes into account the situation of informal settlements in the watersheds • Management and democratization of socio-environmental information • Elaboration of sustainable Socio-economic activities (gender, neighborhood local economic development plans) • Institutional structure: Scaling of the project, role of the consortium, legal dimensions • Learning by doing – pilot projects with all these dimensions

Outputs reached • Training needs identified for the first phase of the project • Training provided for:Social Impact Assessment, Environmental Sensitive Analysis ESA, CD-ROM production, Conflict Resolution, watershed management, participatory planning techniques; • Network developed among ABC region planners • Strategy was implemented to ensure political support necessary for the acceptance/adoption of CBWM concepts regionally • Strategy linking CBWM system to pilot project actions • Base pilot project information as input in PP designs and action • Identification of information and organization of data bank for the establishment of Environmentally Sensitive Areas and pre-definition of a macro-zoning planning

Outputs expected • CBWM methods becoming part of municipal government procedures • Increased sharing and cooperation between technical and social-oriented sectors within the municipality • Regular communication and conflict management with the main stakeholders regarding watershed management • Collaboration from regional entity (ABC Consortium) in the CBWM process dissemination and implementation • Environmentally sustainable human settlement in Watershed Protection Area operational in Santo André • Reduction of risk for families living in marginal and environmentally sensitive areas

Lessons Learned • We learn from collaborative problem-solving • Linking participation to action is a process that needs continuous monitoring and assessment • Linking biophysical data with social and economic information is difficult in the context of watershed areas • Better and more integrated planning does not only mean integrating sectoral departments in various levels of government, but mainly involves implementing these new cooperative and integrative models of planning using the leverage of community participation in the elaboration and implementation of urban planning
