  3. DELID – Facts • Funded by the EU in the scope of LEONARDO • Duration: 24 months • Starting date of period of eligibility 1.10.2006 • End date of period of eligibility 31.12.2008

  4. DELID - Rationale • To adapt existing e-learning courses and their embedding to the results of a continuous dialogue process between e-learning providers and SMEs about the learning needs and preferred learning behaviour of the employees in the SMEs • The results will be bundled into a model of good practice for developing e-learning courses for SMEs, described in a guide for developers.

  5. Background of Project • ¾ of SMEs don’t participate in CVT • The degree of participation depends on the size of the SME • Very low penetration of eLearning in SMEs

  6. Reasons for low penetration • Little knowledge of potential • General reluctance towards training • No time for systematic training • Continues pressures • No appropriate contents • Staff needs to be present all the time • Some unsuccessful eLearning attends • Suitable organisational models • eLearning only if learning culture • Budget problems • Infrastructure problems

  7. Potential of eLearning for SMEs • Learning at the workplace • Learning in low pressure time • Learning just in time • Modularisation of learning • Better support than in presential training • Continuous exchange with other learners • Salary correlates with vocational training • Learning in own speed

  8. Consequences • Increase the knowledge about eLearning in SMEs • Start eLearning trials only where learning culture exists • Put learning in foreground, technology in background • Provide eLearning infrastructure from outside • Go for tailored solutions, not of the shelf • Respect SMEs organisational constrains • Develop suitable models in dialog • Involve all stakeholders  eLearning will not be established since it is en vogue, it will be used if it meets the training needs of SMEs

  9. Steps of a cyclic approach • Scanning of potential course offers • Analysis of SMEs’ context (needs, motivation, learning behaviour, attitudes, knowledge about eLearning) in a first dialogue round • Identification of “initiative” learners • First hypothesis of DELID approach • Second dialogue round based on first hypothesis • Development of first DELID model • Third dialogue round • Final course development • Carrying out of courses • Overall evaluation of courses and model

  10. Development of courses • Minimum four courses • Minimum two languages each • Selection of courses • Decision about course methodology • Decision about technology and media • Adaptation process • Selection of second language • Localisation of courses • Implementation of courses • Evaluation

  11. Development of SME eLearning model • Guidelines of about 30 pages on how to implement eLearning in SMEs • Literature review • Three dialogue rounds about different aspects of the model • Finalisation of guidelines

  12. Work packages - overview • WP 1: Project management (FIM) • WP 2: Methodology development (cancelled) • WP 3: Dialogue process (IHK) • WP 4: Model development (GIP) • WP 5: Course development (HUT) • WP 6: Course implementation (AHE) • WP 7: Guide production (FIM) • WP 8: Evaluation and monitoring (Fundecyt) • WP 9: Valorisation (FIM/IHK)
