Background • Industry identified the cost & resources of returning U.S produced aircraft to the U.S. • Current requirements do not add value relative to the effort required • Solution proposed for mutual acceptance of approvals to eliminate redundant effort
Regulatory Issues • Requirement for U.S. airworthiness certificate for used aircraft • (14 CFR 21.183(d)) • Must conform to FAA-approved type design • Must be inspected (100 hr)
IPA Issues • Current IPAs (except Canada) limit FAA acceptance of exporting authority’s approved repair data to their products • European IPAs are not being revised pending EASA • Special Arrangements can be made under the IPA
Policy/Process Issues • FAA Order 8130.2 is the policy • Implements FAR and acknowledges the IPAs • FAA approval required for service changes • DAR/DER inspections and approvals facilitate the process • Supplemental policy and incorporation in training required to implement any changes
NAA System Evaluation • Data approval system evaluation required in order to determined equivalence to FAA’s approval system • Includes: --system description, --regulatory requirements, --documentation requirements, --delegation, and --records transfer
UK CAA System Evaluation • FAA team evaluation of UK CAA system in February 2003 • Found that UK approvals are equivalent to approvals produced by FAA system • CAA willing to issue a certifying statement for approved data
LBA System Evaluation • LBA participated in FAA 2/2003 evaluation of UK CAA system • FAA has offered to similarly evaluate LBA system used by German Industry • Could result in acceptance arrangement with LBA • Tentatively scheduled for 8/2003
Implementation • FAA management has accepted CAA evaluation • Next steps: • FAA/CAA exchange of letters • CAA certifying statement • FAA to issue interim policy in the form of an Inspector’s Handbook Bulletin for Airworthiness (HBAW) • FAA training for DARs
Timeframe • Evaluation report 3/2003 • Draft letters and policy 5/2003 • Finalize FAA and CAA arrangement 6/2003 • Issue policy and implement 6/2003 • Extend to LBA 9/2003
