Purpose and Goal • Joint, coordinated information session • Coordination of budget development information sharing for agencies • Ultimately, joint application process through United Way application system
What is Budgeting for Outcomes? A budget process that allocates the City’s revenues to outcomes that focus on results and priorities.
Terminology • Causal Factor – An important contributor to an outcome. • Outcome – The desired result. • Indicator – High level measure of performance. • Measure – Expression documenting how an indicator will be quantified.
Why Budgeting for Outcomes? • Provides structured process for linking spending to outcomes • Provides logical methodology for prioritizing activities and programs • Facilitates collaboration and flexibility • Gives managers opportunities to innovate • Avoids gimmicks like across-the-board cuts
Budgeting for Outcomes Process Choose priorities of government Create requests for results Invite offers from sellers Rank the offers Present the Outcome Budget Allocate funds to priorities Decide what to buy Establish the price of government 7
