ANNA (the "Association of National Numbering Agencies"), is fully committed to proactively promoting, implementing, maintaining and making available, standards for securities and related financial instruments, in a uniform and accurate structure for the benefit of the securities industry as a whole. Registration and maintenance of international standards is organized according to rules and regulations set by ISO (International Organization for Standardization). ANNA’s Mission

History of ANNA • Founded in 1992 under Belgian law • Association is governed by the “Articles of Incorporation” • To promote the use of ISINs as the standard method of uniquely identifying financial instruments • 22 members who worked on the concept of standardising ISIN assignment methodology • ANNA was then appointed as Registration Authority and Maintenance Agency for ISO 6166 (ISIN) • 1995 – ANNA appointed Maintenance Agency for ISO 10962(CFI – Classification of Financial Instruments)

Membership categories • ANNA members: - Hold one share in ANNA with the right to vote at GMs - Are subject to annual fees as agreed by the General Meeting - Potential members get assistance by ANNA in implementing ISIN in their countries - Have to supply their ISINs via the ANNA Service Bureau • ANNA Partners: - Are not shareholders of ANNA (no voting right at GMs) - Do not have to pay annual fees - Partners get assistance by ANNA in implementing ISIN and in support during daily ISIN business - Have to supply ISINs to their Substitute Numbering Agency

Membership criteria • Appointment of a single National Numbering Agency (NNA) by all Supervising Authorities for the Financial Market • Coordination of hand-over process between NNA and SNA according to determined criteria (national and international markets) : - Regulatory frame e.g. National Numbering System; allocation of ISINs for all types of Financial Instruments - Functional / operational and support requirements e.g. information provision on new issues and corporate actions; documentation- IT-technical infrastructure- Content provision: agreement on information profile - Standardisation: implementation of existing and future international standards e.g. MIC; establishment of National Working Groups • NNA could then apply for ANNA membership

Letter of Understanding • Complements and specifies certain provisions of the Articles • Regulates relation between ANNA and its members • Adherence to ISO 6166 and guidelines- Codification of all financial instruments - If NNA could not codify a financial instrument, this should be executed by SNA • Dissemination of data - ANNA may disseminate data of NNAs to members, vendors, endusers and other entities with whom necessary agreements have been concluded • Membership- includes regulations in case of breaches of LoU

ISIN Quality Management • Quality Criteria:- Timeliness (prior to first trading session; upon request within 24 hours)- Completeness (at least all mandatory fields of ISIN record)- Coverage (all existing instruments, notwithstanding listed or not; ISINs for traded securities should be allocated automatically) • NNA Operations:- Daily ISIN file transmission to ASB regardless content or not • Customer support:- First level support: Responsible NNA- Second level support: ASB

  16. Title of the WG: Assisting Markets Convener: U. Meyer, Wertpapier-Mitteilungen, Germany Members: Substitute Numbering Agencies (SNA´s) Scope:Support of numbering agencies who are yet not ANNA members or Partners in implementing an ISIN numbering system in their countries Results:Since its founding in 1992, 45 new numbering agencies have multiplied number of ANNA members by 3. Nearly all of of them (97%) have started ISIN allocation or are in the process of implementing the ISIN shortly. Working Groups (WG´s)WG 1

  17. Title of the WG: ISIN Quality and Guidelines Convener: D. Ooghe, Euroclear Scope:- Maintenance and development of ISIN guidelines- Development and maintenance of CFI guidelines.- Solutions for individual ISIN allocation topics Results:- WG has prepared updates on ISIN Guidelines. Version 9 has been prepared and will be voted at the upcoming EGM. In addition the WG has prepared CFI guidelines which are at present not subject for revision. Working Groups (WG´s)WG 2

  18. Title of the WG: Emerging ANNA members Convener: F. Kaya, Takasbank, Turkey Scope:- Support of members who are representing emerging markets- Exchange ideas and discuss specific topics related to these markets and make proposals to GM Results:- Working Group will be reestablished and will reconvene during the next months. Evolution of the ANNA Service Bureau • Initiated in Nov 2000 – launched in July 2001 • Jointly operated by Telekurs Finanz and Standard & Poor’s on behalf of ANNA • Illustrated ANNA’s commitment to supporting the move towards Straight-Through-Processing • ASB acts as a central hub to receive and consolidate ISIN and CFI data from ANNA members and partners • ANNA – ASB relationship is governed by the “Service Level Licence Agreement”

Evolution of the ANNA Service Bureau • Each NNA enters into an agreement with ANNA – A Letter of Understanding • outlines members responsibilities and tasks vis-à-vis the ANNA Service Bureau • As of 31 Oct, the ASB contained: • 4,401,204 ISINs of which 3,002,018 are active • 2,775,334 CFIs of which 1,596,778 are active

The ASB providesthe following benefits and features: Fully supported , robust ISIN products and services in multiple media (database and web query tools) and frequencies (including daily); Efficient worldwide customer and data quality support; Centralised administration; Redundant database storage and disaster recovery; Global, proactive technology and communication support ANNA Service Bureau – service offering

ANNA in the 21st century • Membership has increased by over 300% in 14 years • 67 full member NNAs • full membership rights on all ANNA business • 19 partner agencies (smaller NNAs in the process of establishing ISIN codification system) • no financial responsibility to ANNA, therefore no shareholder • required to assign and provide ISINs and CFIs to ANNA indirectly via a full member • Global ISIN coverage in excess of 200 countries • 2 additional NNAs joining as full members at upcoming meeting
