June 20, 1995 – OIG Audit • “The audit disclosed that contractors conducted redundant quality assurance evaluations of commercial laboratories, did not evaluate others, applied standards inconsistently, produced inconsistent results, and did not communicate those results among contractors.” • October 1998 – ICPT development began . . . included requirement for consolidated audit program • August 2, 1999 – First BOA contracts issued for non-radiochemistry laboratories
August 23, 1999 – First BOA contracts for radiochemistry laboratories • December 1999 – First Audit Procedure and Draft Audit Checklists Developed • And then . . . .

Flexible but Unbroken • A lot of changes through the years • Initially part of the EM organization (EMCAP) • In 2003 – transferred to EH and became DOECAP • Shortly after, TSDF audits were incorporated • Several DOE sites have closed • Laboratory population has changed for many reasons • Remember this . . .
Let’s Change That Slightly DOECAP should be not only a successful program, but also a valuable program
What Values Has DOECAP Established • Recognized importance of Quality resulting in measurable quality improvements at both laboratories and TSDFs • Honestly, Integrity and Consistency in the audit process • Increased cooperation between DOE facilities • Improved communications between DOE and its contract laboratories and TSDFs
Values (cont.) • Enabled cooperative agreements between commercial laboratories • Enhanced Safety cognizance and implementation • Better understanding and compliance with environmental laws and regulations • Substantial efficiency and cost savings for DOE • Significant risk reduction for all involved
