Roles Latvian Enterprises register (LER) is a state institution under Ministry of Justice for centralised registration of legal persons, their associations, movable pledges, annual accounts, licences in Latvia. It is centralised on-line data source. Identification and registration of legal person, issued by LER is defined and used as a legal and practical standard for all other institutions and all private companies etc. by exchanging data in electronic way. Financing, development, maintenance of LER’s IT systems and part of information dissemination services is non-exclusively provided by private company- Lursoft Ltd. on basis of agreement and is one of the first private-public partnership projects in public services sector since 1992

Institution virtualisation E-government with smart application forms (e.g. harmonised and clear computerised legislation) + e-signature (signers ID, document authentification) + PSI reuse + wider- public-private partnership relations = “Virtual institution” There will be no legal and technical difference between “state” and “privately” distributed information (except source and time)

Lursoft models for PSI reuse (on-line) • “portfolio”- state data about any person for himself • “helpmeet”- analysis of data correspondence to law and/ or factual situation • “reuse”- data retrieval and re-entering in smart forms for registers • “distribution”- data dissemination (xml, wml, html, sms.....) • “combination”- combination from different registers to make new products • 6. ”monitoring” - .....

Re-use in LR UR Lursoft has developed integrated system for LR UR, which reuses / and provide data more than from 20 registers: • Citizenship register • Landbook • Land Cadastre (Address register) • Vehicle register • Agricultural Machinery register • Cattle / herds register • Lost documents DB from Ministry of Interior
