UNODC Substantive Applications PEN Online (automated online system for the exchange of pre-export notifications)developed by UNODC / INCB and used by Member States exporting precursor chemicals to alert the national competent authorities in the importing country with the details of the export transaction. The system facilitates full electronic reply to acknowledge receipt and notify the exporting country of clearance to export. An electronic copy is sent to INCB by default. goAML (Anti-Money Laundering and Counter Terrorist Financing System) developed by UNODC to assist Financial Intelligence Units to collect and, analyze financial data and disseminate financial intelligence packages to relevant law enforcement agencies. goCASE (Investigation Case Management System) developed by UNODC to assist law enforcement agencies in managing investigations of criminal cases in general and financial crimes in particular up to the level of passing the case files and evidence to prosecution. CJAT (Criminal Justice Assessment Toolkit) developed by UNODC to assist assessment team(s) in evaluating any criminal justice system, recording the findings and generating the draft assessment report. CJAT allows for electronic data sharing of the findings as well as maintaining a database of assessments done to enhance any future assessments. UNTOC / UNCAC Tools is a system being developed by UNODC to assist Member States to self evaluate their degree of compliance with the United Nations Transnational Organized Crime Convention and the United Nations Anti-Corruption Convention.

What is NDS? • A Management Information System (MIS) for national and international drug control • Automates range of day-to-day drug control activities (import/export permits, licensing of companies, domestic transactions, company management) • Automates compliance with drug control conventions on narcotics, psychotropic substances and precursor chemicals • Enables exchange of data electronically on national and international levels and fosters interoperability between different systems using XML standard -PEN system

Who Should Use NDS? • Drug control authorities regulating narcotics, psychotropic substances, precursor chemicals • Drug control authorities that deal with sufficient numbers of transactions per year • Drug control authorities that have the technical infrastructure and commitment to sustain the use of NDS OR Who can partner with other bodies which provide regional services over the Internet

NDS demonstration to OAS / CICAD 2003 session April 2003 • Presentation of NDS to OAS/CICAD 30th April 2003 • Unanimously agreement by member states that NDS shall be utilized as the standard tool for drug control management • Agreement that OAS/CICAD will host a remote server for countries not having sufficient infrastructure / technical support • Strengthen NDS support with regional support center (Mexico) • Cooperation with governments (e.g. Mexico XCAI86)

Why NDS? • NDS is a standard system that is now recognized worldwide • NDS can be used via the Internet • NDS combines the control of narcotics, psychotropic substances and precursor chemicals in one system • NDS combines national and international drug control in one system • NDS permits data exchange from/to INCB and between member states using XML (e.g. assessment/estimates, PEN Online)

Why NDS? • NDS enables the monitoring of nationally controlled substances • NDS is customizable to your national needs, including the data to be entered • NDS is available in English, Spanish, French, Russian, Portuguese could be implemented with a few weeks effort and supports 80 other national languages • NDS is regularly updated in accordance with changing user requirements (5th User Group Meeting 2003 sponsored by Canada, February 2006 – expert group meeting, 6th user group meeting in May 2007 – Mexico) and changes in international drug control regimes
