What is the new Early Intervention Service • The new single EIS seeks to work holistically with families where problems have been identified; to intervene early to prevent problems worsening and to assist family members to develop skills and resilience to resolve existing problems and successfully address any future issues for themselves. What national and local outcome based evidence have we used to inform the design of the new service? • Over the last three years we have been piloting a number of projects, all with short term funding and all targeting similar groups: vulnerable to achieving poor outcomes. The HUB model draws upon the best elements of all of these projects and we have incorporated that learning into the design. The new single service will be core funded and not dependent upon temporary contracts or short term approaches.

Oxfordshire’s Pilot/Innovative Programmes The following local programmes have influenced the design of the new service: • The Success Project • Targeted Youth Support Services • Work completed to date on Breaking the Cycle of Deprivation • The Family Intervention Project (FIP) • Implementation of Common Assessment Framework (CAF) Team Around the Child (TAC) practice • The implementation of our Families And Children Early Intervention Team (FACEIT) • Senior Locality Social Worker programme • Targeted Adolescent Mental Health in Schools (TAMHS) • Home School Community Link Workers (HSCLWs) & Out of School Liaison Workers (OSLOs) Based upon our current evidence of engagement we estimate that between 15% - 20% of children and their families across Oxfordshire are at any point likely to benefit from the support of holistic family interventions.

What will the hubs do The hubs will offer high quality early intervention and specialist services to children, young people and families with additional and complex needs, both through our staff and across partner agencies. This service brings together teams from across the county, which include: Youth Offending Service: Pre-court and Prevention Services (Family Intervention Project) Youth ServiceConnexions Parenting Development Substance misuse Behaviour and Attendance Team Family and Children’s Early Intervention Team (FACEIT) Locality Co-ordinators Extended Services Alignment of the Children’s Centre Management Team and Parenting & Childcare Team Alignment of countywide teams: Behaviour, Inclusion and Attendance Service Youth Engagement & Opportunities

Single Request for Service We have created a single request-for-service system with all partners and agencies building on integrated assessment processes including Common Assessment Framework and Team around the Child (TAC)/Young Person (TAYP)/Family (TAF) to ensure processes make it easier to access services quickly. Professionals who make a referral to the early intervention service will be asked about the existing support in place for the family and what additional services/ support may be needed from the early intervention service to improve outcomes for the children, young people and families involved. The majority of children accessing a service from the early intervention hub will require a CAF or equivalent assessment and either a planned or existing in place

Hub Staff All community partner agencies will be involved in service delivery to ensure integrated, inclusive solutions that improve outcomes for children and young people from birth to 19 (up to 25 where there are Special Educational Needs). The hub staff will work directly with individual children, young people and their families using a variety of approaches to help improve their future achievements. • Persistent absence • Exclusions from school • Number of young people not in employment, education or training • Numbers of young people offending including first time entrants to the criminal justice system • Teenage pregnancy rates • Levels of young people admitted to hospital for non accidental injuries including self harm • Foundation stage profile results for vulnerable and disadvantaged groups • Inappropriate caring responsibilities • Attendance and attainment of children looked after • Children in need

Support to children, young people and their families This may include : • Direct work with children, young people and their families in their home and/or alternative community setting using evidence based interventions This could be on an individual or group basis • Open access and targeted sessions in both the hubs and the satellites for young people • Community outreach work • Acting as lead professional where appropriate for some children, young people and their families • Delivery in conjunction with children centres and partners of evidence based parenting programmes • Diversion activities and assessments to prevent young people entering the youth justice system • Restorative practice which focuses on the needs of victims and offenders offering support to the victims of crime and encouraging offenders to take responsibilities for their actions. • Provision of Professional counselling, mentoring and coaching • Provision of Access to employment, education and training opportunities.

  8. Referral Pathway Consultation/ Advice Line Each hub operates a consultation/advice line which professionals can contact for advice and support about vulnerable children, young people or families in their hub area. This consultation/ advice line is available Monday- Friday from 9am- 5pm. Messages may need to be left at busy times but someone will get back to the caller at the earliest opportunity.
