CORAF/WECARD’s mandate Promote cooperation, dialogue and information exchange Define common sub-regional priority research objectives Advisory council for all research conducted by organisations in WCA Ensure implementation of sub regional research adding value to national programs 360 million people (2009) Harmonize existing research & create new regional programs and research units Improve agricultural productivity

What worked well Improved technologies, practices and policy options generated Innovation platforms & value chain approach integrated in 40 on-going research projects M&E systems, Comm. Systems, Governance policies, Advocacy systems established Increased credibility, Increased donor interest & investment,Comprehensive & sustained funding of programmes (MDTF) Increased productivity,income generation & observed trends in enterprise development by producers End users empowered to set priorities, establish work programs, make decisions & deliver in productivity & entrepreneurship
What worked less Use of the principle of subsidiarity Agricultural advisory services, tertiary education, and private sector support to agric productivity operations Integration of gender at all stakeholder levels Concept poorly understood, Institutions exploit every resource opportunities, Institutional support inadequate Definition of gender not uniform, lack of gender policies and frameworks, Poor human resource capacity on gender issues Poor definition of their roles in the R&D continuum, Poor institutional organisation at the sub-regional level, Lack of formal arrangements with other stakeholders
What worked less Intense involvement of Countries in Central Africa in agricultural transformation process Documenting & providing information on impact of investments in agric. productivity & innovation programmes Low-levels of national and regional contributions to support sub-regional research Poor linkages with competent partner institutions, Poor adoption of appropriate MIS & M&E tools
Challenges Establishing more effective partnerships Enhanced WAAPP and CAAPP implementation Better understanding of CORAF/WECARD functions and the FAAP principles Integrating Agric Advisory & tertiary Education Services, Private sector, CGIAR, and RECs in transformation process
Challenges Strengthen the policy agenda Demonstrate impact of WAAPP & CAAPP on agricultural development parameters of countries More systematic evidence-based approach to emerging issues: volatile food markets and prices, market distortion, and climate change Bringing research back into the Policy Agenda Provision of tools to better understand policy intervention
Opportunities Recognition of CORAF/WECARD’s role in sub-regional agricultural research Development partners keen to work together in support of sub-regional agricultural research International donor community has renewed its commitments to agriculture and food security
Conclusions Alignment to CAADP, ECOWAP, FAAP enhances CORAFWECARD’s role in strengthening NARS to increase agricultural productivity and transform agriculture Investment in the delivery of tools and a second operational plan to aid interventions in response to challenges, opportunities, and emerging issues Intensify advocacy that encourages consequential and sustainable support to institutionalizing the transformation of agriculture in West and Central Africa
