Executive Order 1996-13 • Applies to all employees • Drug and alcohol-free work environment
Executive Order 1996-13 Unlawful to manufacture, distribute, dispense, possess or use alcohol or controlled substances while on duty or in any Commonwealth workplace
Executive Order 1996-13 • Requires training/education • Promotes use of SEAP • Discipline for unfitness for duty • Convictions must be reported
Consequences A problem is suspected or employee self-discloses Convicted of a violation of alcohol/drug law in workplace Conviction violates Code of Conduct Conviction does not violate Code of Conduct Referred to SEAP Notify supervisor in 5 days Employee terminated Must be placed on COCE
COCE • Condition of Continued Employment • At agency discretion • Requires participation in SEAP to retain job

Professional Health Monitoring Program • If substantial knowledge • exists, individual must be • reported to Dept. of State • UNLESS receiving • treatment through SEAP
Fitness for Duty “An employee determined to be unfit either while on duty, or in any Commonwealth workplace, as a result of alcohol or controlled substances shall be subject to appropriate disciplinary action”

Scope of Problem • 8% of people employed full time currently use illicit substances • 15% of drug users have gone to work under the influence • 10% of people employed full time are impaired by alcohol • 8% of people employed full time are heavy drinkers
Cost of Problem Alcohol abuse: • 500 million lost workdays/year • 2 to 3 times more likely to have workplace accident • 5 times more likely to file worker’s comp claims • 2.5 times more likely to be absent more than 8 days/year • Affect the lives of 4 to 5 people around them
Cost of Problem Drug abuse: • 6 times the number of absences • Work at only 2/3 capacity • Attribute (at least in part) to 40% of workplace fatalities and 47% of workplace accidents

Inhalants • Cooking spray, correction fluid, glue, nitrous oxide,amyl & butyl nitrite • Decreased heart & respiratory functions • Huffing • Can result in sudden death
Depressants • Decrease heart and respiratory functions • Impair coordination, concentration, judgment, thinking • Include alcohol, barbiturates, tranquilizers
Stimulants • Increase heart & respiratory functions & alertness • Amphetamines, cocaine, crack cocaine, methamphetamines, caffeine, nicotine, etc. • Accident risk & error rate increase • Decrease appetite • Increase agitation & restlessness
Narcotics • Feeling of euphoria, drowsiness, depressed respiration • Include morphine, codeine, opium, heroin • Impair thinking & ability to operate machinery
Hallucinogens • Visual & auditory hallucinations, illusions • LSD, PCP, designer drugs, psilocybin mushrooms, peyote buttons • Distorted perception of time, reality & distance
Designer Drugs • Chemical alteration of other narcotic and hallucinogenic drugs • Can be hundreds of times stronger than original drugs • Include Ecstasy & Rohipnol (date rape drug)
Marijuana • Relaxation, euphoria, altered perception • Slows physical reflexes, impairs space and distance judgment • Not a safe drug • Long term effects – short term memory loss
Disease Model Addiction is a disease Addiction to alcohol can have a genetic predisposition Addiction is progressive Once problem develops – total abstinence required Addictive behavior can be learned
