Terrorism The unlawful use or threatened use of force or violence, instilling fear and terror, against individuals or property in an attempt to coerce or intimidate governments or societies, or to gain control over a population, to achieve political, religious or ideological objectives. NATO (AAP-6) as amended 2016

  3. Counter Terrorism All preventive, defensive and offensive measures taken to reduce the vulnerability of forces, individuals and property against terrorist threats and/or acts, and to respond to terrorist acts. NATO (AAP-6) as approved 2017

  4. NATO - Political-Military organisation - 30 sovereign states bound by a treaty - Vast majority of assets belong to nations - Personnel belong to nations - Influenced by political climate - Decides by consensus

CT • CT is NOT a core or standalone NATO task • CT CONTRIBUTES to NATO’s 3 core tasks • CT IS part of D&D and Projecting Stability • CT IS part of overall pol/mil relations • CT features in partners’ IPCP/PARP/DCB • NATO/partner understanding of ‘CT’ varies • label attached and who delivers not critical • Often best option is to support EU, UN etc • COHERENCEacross NATO is essential
