  3. THE IDEA… • KPC – International Symposium on “Medical Emergencies During the War” – September 2000 Prishtina. • Virginia Commonwealth University, Prof Ronald Merrell & Prof Rifat Latifi.

  4. The Plan… • To create a Telemedicine System and International Virtual e-Hospital Network. • To establish a Management Network for Medical Emergencies.

  5. FIRST STEP… MEMORANDUM OF UNDERSTANDING, FEBRUARY 2001 PARTNERS: • Department of Health and Social Welfare (now Ministry of Health), • Medical Faculty - University of Prishtina, • Kosova Protection Corps, • World Health Organization, • Medical Association of Kosova, • Virginia Commonwealth University, • Kosova Foundation for Medical Development, • Telemedicine Association of Kosova.

  6. Why Telemedicine ? • Twelve years of institutional exclusion of Kosovar professionals from modern medical education and practice. • Need for direct access to the international medical community. • Integration of all ethnicities into Kosova Health System.

  7. Overall Objective: • Improve the health status of all people in Kosova through introduction of modern information and communication technology.

  8. Specific Objectives • Provide in three phases: • Clinical tele-consultation, (doctor to doctor, institution to institution), • Education, (e-library, continuing medical education, distance learning), • Research & Development.

  9. PROJECT IMPLEMENTATION • Telemedicine Association of Kosova, • For the beneficiary - Ministry of Health.

  10. PHASES: • Phase I: • Establishment of TCK headquarter, connection of all UCCK clinics, International collaboration, • Phase II: • Establishment of Telemedicine branches in regional hospitals, • E-library, • Training of human recourses, • Phase III: • Connecting of primary care services in Kosova in one Virtual Private Network, (family medicine, mental care, private clinics).

ACHIEVEMENTS UNTIL NOW… • E-Library with 2,500 online journals, books and articles, (8.000 users in the first year), • Training Room with 24 computers connected to LAN (24.000 users in the first year), • Auditorium (75 conferences, 56 live broadcast operations), • Medical videoconferences with international medical centres (EU and USA).

  14. IN PROGRESS… • Pilot project in Peja hospital, • European Computer Driving License (training in computer literacy), • Preparation for joint venture with European Space Agency, • Preparation for connecting all regions in Kosova including minority areas, • Building up first Medical Information Highway in Kosova.

  15. Vision… • Become Centre of Excellence in the region, • Integrate medical network with neighboring countries.
