California Broadband & Economic Stimulus Activities • In mid-October of 2009, Governor Arnold Schwarzenegger expressed the need for an influx of broadband to address rising unemployment rates and decreasing income rates in the state of California. The governor sited in his letter to administrator Larry Stickling of the National Telecommunications and information Administration that internet connection is essential across the state, as jobs are often posted, filled and performed online. It is clear that the expansion of broadband infrastructure across California could be a key to the states recovery. • http://recovery.ca.gov/Content/Documents/letters/source/Strickland,_Larry_-_Broadband_-_10.14.09_w_attachment.pdf • California and San Jose are well positioned for ARRA funding, especially in the areas of transportation, energy, and education. California’s Broadband & Economic Stimulus Activities • The State of California is documented as having applied for over 154 broadband stimulus opportunities through the RUS/NTIA searchable database available at broadbandusa.gov • The California Healthcare Foundation has also released in depth articles on the State’s plans to use funds from the ARRA stimulus program to advance health care IT in California. • The Health Information Technology for Economic and Clinical Health (HITECH) , a component of the vast federal stimulus program, the ARRA. • The ARRA has authorized over $36 billion in outlays for healthcare information technology for six years. • The California Public Utilities Commission has also received $2.3 million in stimulus funding for broadband mapping and planning under the State Broadband Data and Development Grant Program to collect information on broadband service availability in the state and create an interactive web-based map that will give California residents the ability to access information about the services and providers available at their own address. • The CPUC's grant also includes $500,000 for non-mapping activities related to broadband demand and adoption issues. The CPUC is partnering with California State University, Chico Research Foundation to develop a plan to identify barriers to broadband adoption, develop marketing and promotional material that will be utilized to promote broadband adoption and usage, and work with broadband providers to encourage high speed Internet services.

Santa Clara Economic StimulusPlans & Programs • In the draft of the American Recovery and Reinvestment Act of 2009 that passed the House of Representatives, California slated to receive more than $32 billion. Santa Clara County is likely to benefit both directly and indirectly from the plan. • On an indirect level, the stimulus package has the potential to wipe out nearly a quarter of California's budget shortfall. Many of Santa Clara County’s services are funded through the State. If the State avoids deeper cuts in health and social service programs, Santa Clara County can avoid more drastic reductions in service at the local level. • Source: http://www.sccgov.org/

Santa Clara Economic StimulusPlans & Programs • Santa Clara County has prepared a list of more than 30 "shovel-ready" capital projects that would qualify for funding under the economic stimulus bill • The list includes retrofits, paving and electrical projects, park improvements, and sewer system upgrades • Under the plan, the County may be eligible to receive between $8 million and $18 million in roads and construction projects • The Santa Clara Valley Health and Hospital System also has a $12 million project meets the requirements to receive funding for computerizing health records • The stimulus package will include funding for energy efficiency and pollution reduction projects.   7. Santa Clara Economic Stimulus Plans & Programs • Santa Clara County has identified 30 “shovel ready” projects that would qualify for funding. The list includes retrofits, paving and electrical projects, park improvements, and sewer system upgrades. San Jose, California Summary & Key Lessons • Opportunities Exist… • The state of California seems to be highly interested in incorporating broadband and information technology into the states every day operations. The state is heavily involved in the application process, seeking stimulus funds to help back broadband initiatives in the education, healthcare, environment, and transportation fields. The awarding of significant amounts of money to the state of California has led to a trickle down effect of funds for programs at both the county and city level. • The recent impasse between the Governor and the Legislature to pass a budget, and contentiousness of the relationship between the California Executive and Legislative branches, may create challenges to prioritize economic stimulus and ARRA projects and initiatives that will require diplomacy and compromise on both sides.
