Major ChangesDOE Order 420.1C, Chg 2, Facility Safety Clarified applicability for leased facilities (Sec 3.a and Att 1, 1.c) Clarified guidance for use of active confinement system (Att 2, Ch I, 3.b.(3)(c) Clarified Field Element’s responsibility to determine Att 2, Ch II requirements for leased facilities that are not nuclear hazard category 1, 2 and 3 (Att 2, Ch II, 2) Clarified relief provision for exemptions/ equivalencies from applicable codes and standards (Att 2, Ch II, 3.a.(2) Clarified relief provision for DOE-STD-1066-2016, which is designated as applicable standard.
Major ChangesDOE-STD-1027-2018Hazard Categorization of DOE Nuclear Facilities The Standard was revised to use more recent International Commission for Radiation Protection (ICRP) publications for updated dose coeffiecients The revision does not modify the methodology for calculation of Threshold Quantities (TQs) to maintain consistency with the methodology of DOE-STD-1027-92, CN 1.
Major ChangesDOE-STD-1228-201x Developed draft DOE-STD-1228, Preparation of DSA for HC-3 Nuclear Facilities, to clarify the graded approach with respect to 10 CFR Part 830, as it applies to development of DSAs for HC-3 nuclear facilities. Many of the requirements are drawn from DOE-STD-3009-2014 and provided detail guidance/interpretations for graded approach.
DOE-HDBK-3010 Update • “New” includes any new information since the original 1994 issuance of HDBK-3010-94 • Most sections will be updated to include new information but will not change the recommended bounding ARF/RF values • Minimizing changes to remainder of document with a few exceptions including: correct known errors, correct outdated information regarding DOE policy, delete “must/shall” statements
DOE-HDBK-3010 Update • Projected Schedule: • Ongoing-May: Senior Review Committee review and comment resolution • June-July and comment resolution: SME independent technical review • August-September: Pre-Revcom stakeholder review • October/November: Release to Revcom for 60-day review POC: Caroline Garzon, caroline.garzon@hq.doe.gov
Spray Leak Technical Report • DRAFT OE-3: “Pressurized Spray Leak Technical Report” • Purpose: To inform the complex of the issuance of U.S. Department of Energy (DOE) Pressurized Spray Release Technical Report. • Technical report documents DOE’s analytical and experimental work on spray leak phenomena from 2009 to the present, and provides technical findings and recommendations based on that work. • The report evaluates DOE’s technical basis for DOE-HDBK-3010-94, Airborne Release Fractions/Rates and Respirable Fractions for Nonreactor Nuclear Facilities, Section 3.2.2.3.1, “Venting Below the Liquid Level,” and provides both a clarification on the application of the bounding 1E-4 airborne release fraction (ARF) and respirable fraction (RF) and a new conservative analytical method for evaluating pressurized spray leak phenomena based on testing conducted by PNNL. • Status: The draft OE-3 is undergoing AU review POC: Caroline Garzon, caroline.garzon@hq.doe.gov
