  3. Governance Innovation for Security & Development is… Adapted from Guttieri, 2013 …research project that seeks solutions to challenges of supporting governance in fragile environments. GISD aims to develop a framework to promote peace and well-being through good governance—provision of essential services, political moderation and accountability, stewardship of state resources, and civic participation and empowerment.  GISD researchers address current issues and trends in stability sectors—social well-being, promotion of safe and secure environments, stable governance, rule of law, sustainable economies and infrastructure, and homeland integration—and the competencies needed when the military is called upon to support to civilians in those sectors.  

  4. 5 questions for HA-SWB sector • 1) What are current best practice conceptions of ‘initial response’ priorities and capacity-building? • 2) What inter- and intra-organizational challenges in alignment with partner agencies, mission(s)? • 3) How does existing research, policy and practice conceptualize ‘transformation,’ or short-term development and intervention? And • 4) What are CA desiderata and limits for ‘fostering sustainability,’ or long-term development? • 5) What insights for HA-SWB policy and practice from innovation and infrastructure studies?

  5. What challenges in near- and future operating (and policy) context? What capacities to address them? How to think, organize differently in order to accomplish standard and new missions? What comprises ‘HA - SWB’ sector? • Restoring essential services involves (re)- establishing basic services until a civilian authority or host nation can provide them….[M]ilitary forces support US Government and host nation agencies(ROL 2011) • Essential services include, where appropriate: • Assistance to refugees • Food security, shelter, and non-food relief • Humanitarian de-mining • Public health, including potable water, health care, and sanitation • Education • Social protection

Current conditions • For Civil Affairs, the five stability sectors are • Security, • Justice and reconciliation, • Humanitarian assistance and social well-being, • Governance and participation, and • Economic stabilization and infrastructure • Civil Affairs accomplishes its mission in close interdependencies with key partner agencies and in light of local capacity.
