Munro Review considered the child’s journey through the child protection system From needing to receiving help to show how the system could be improved Instead of doing things right the system needs to focus on doing the right thing
Process vs. Practice RULES EXPERIENCE REGULATIONS KNOWLEDGE TARGETS EXPERTISE
1.Valuing Professional Expertise Radical reduction required in central prescription and bureaucracy to help professionals move from a compliance culture to one of learning Allow professionals to spend more time with children and young people to understand them and provide the right help Judgements on effectiveness based on outcomes
2.Sharing the responsibility for the provision of early help Government should research health reforms, potential changes and the impact on health agencies to provide effective help for children suffering, or likely to suffer, significant harm
3.Developing social work expertise and supporting effective practice Build on the work of the SWRB Specific capabilities for working in child protection and with families should be incorporated into training, professional development and appraisal Degree courses not consistent in content quality and outcomes for children Include child development/attachment
4.Strengthening accountabilities and creating a learning system Review statutory guidance Strengthening the Challenging role of LSCB’s Making clear there is robust/regular monitoring of the effectiveness of help and protective services to vulnerable children
