Ensure that political decisions be translated to proper engagement of and follow-up by decision-makers in the countries Ensure stronger support of NCPs in the implementation processes (this will also ensure better consistency in the approach of various institutions on a country level) Involve Russia in the implementation processes (NDPHS a good example) Political and decision-making levels
Project development and application phase: (i) limited international funding; (ii) very scarce national funding Project implementation phase: (i) scarce and fragmented international funding; (ii) very scarce national funding Health and social well-being ”under-invested” compared to other sectors Funding for PCA work and travel; COM support Aligning funding in the next programming period. Engaging PACs in the development of BSR programmes’ priorities Encouraging Russian co-funding for projects in which Russia wants to be engaged Financial issues
Ensuring committed and engaged PAC enjoying ample resources for the overall coordination of the PA work Ensuring committed and enjoying ample resources leadership in each priority action/flagship project (proper geographical distribution) Laying down an “institutional infrastructure” for the implementation of the priority actions/flagship projects in all countries (i.e. proper engagement and support of institutions and other stakeholders from each country) Holding thematic meetings of PACs and NCPs Institutional issues
