Short-listed 4. • Eventually moved forward with 2 teams … Missouri Bridge Partners & Team United. • Rec’d final proposals in November 2007. • Unaffordable … BAFO … MBP selected. • Credit market meltdown complicated negotiations. • September 2008 – MHTC directed us to conclude procurement and launch program through alternative means.
Safe & Sound Today • 802 structures. • 248 identified for rehabilitation. • Modified Design-Bid-Build. Small packages being let starting tomorrow. • At least 100 under construction in early 2009. • 554 identified for replacement. • Design-Build. • Third of MoDOT’s authorized D-B projects (New I-64, kcICON)
The Typical Safe & Sound Bridge is … • 147 feet long, 24 feet wide • 60 years old • Rehabs – 48 years old; Replacements – 66 years old • In a rural location • Avg. daily traffic of 1900 vehicles, but about 300 carry less than 400 vehicles per day.
Deliver good bridges at a great value. Minimize public inconvenience through increased construction speed and flexibility with schedule. Complete construction no later than October 31, 2014. Project Goals
What’s Different fromPrevious Procurement • No Private Financing or Maintenance components. • MoDOT will set bridge widths, other design elements. • MoDOT will provide info developed during first procurement.
Project Features • MoDOT specified MOT • MoDOT performs traffic control for detours. • Contractor performs remaining traffic control. • All bridges are to be replaced. • Flexible RFP seeking innovation. • MoDOT to perform construction inspection and utility coordination. • Contractor to purchase ROW.
Statements of Qualifications • Selection based upon: • Submitter experience (50 percent) • Key Personnel and Organization (50 percent) • DBE Plan (pass/fail)
Experience • Deliver a project within budget • Deliver projects on or ahead of schedule • Design, construction & administration of a large-scale program • Integration of design, construction & coordination with governmental agencies and safety • Meeting or exceeding DBE goals • 7 percent • 25 trainee slots at 1,000 hours each
