5. State Budget Update – October 28, 2010 • 6.3% across-the-board cuts to line items in the state budget funded by state general fund dollars. • The total proposed cut to ECEAP is $923,000 or 1.7%. • DEL is looking for a way to replace all or part of this.

Child Care Subsidies • Working Connections Child Care Subsidies, for families meeting income and work/activity requirements. • NEW -- 12-month authorizations for families with a child in ECEAP, Head Start or Early Head Start. • Complete the verification form for parents, at www.del.wa.gov/publications/subsidy/docs/HS_EHS_ECEAP_EnrollmentVerificationForm.doc

Child Enrollment Forms • Children on Individualized Education Programs (IEPs) • If the child is eligible based on special education (CEF #25), they must also be on an IEP (CEF #10) • Should all children on IEPs be listed as eligible based on special education? See notes below. • Eligibility • National issues related to verification = fraud • Monitor closely, to ensure enrolling the children most in need of services in your community. • You can have stricter guidelines for eligibility than DEL.

10. Waiting Lists on Monthly Report Forms • Non-duplicated counts • As of the last day of the month • OK to have a joint list with Head Start or other agencies • Remove children who no longer needs services • Not required to contact all families to update the list • QUESTION: • For consistency across the state, should you verify eligibility before adding a child to the waiting list?

14. 2009-10 ECEAP Outcomes • Our waiting lists were twice as large as usual. • 2,075 four-year-olds and 3,126 three-year-olds at peak. • 13, 000 ECEAP-eligible children, not served by ECEAP or Head Start • Our turnover rate for slots was lower than usual • 13.8 %, instead of 15 to 16%

16. ECEAP Lead Teacher Education Levels 89% of ECEAP lead teachers have degrees. 79% have degrees with 30 ECE credits. 16

17. ECEAP Child Demographics • 65% are at or below 80% of federal poverty guidelines • ($17,640 for family of 4) • 37% speak a home language other than English • 36% of mothers have less than high school education • 9% are on IEPs some time during the school year.

ECEAP Health Outcomes • 28% are behind on well-child exams at enrollment. • 96% are up-to-date by the end of the year. • 9% got medical treatment as a result. • 50.7% are behind on dental screenings at enrollment. • 95% are up-to-date by the end of the year. • 18% got dental treatment as a result. • 6.5% - mental health consultations • 3.5% - vision care as a result of screening • 1.9% - hearing follow-up as a result of screening.
