Ability to conduct seabasing operations utilizing legacy platforms is dependant on the use of an Amphib (W/well deck) ISO most CONOPS. Issue: Modified design of RRDF by creating finger pier to accommodate HSV SWIFT’s unique handling characteristics Ability to access assets currently stowed in containers is critical to standing up a TF of any size. SEA BREEZE (South) 11 5W Concept: In July 2011, under the umbrella of SEA BREEZE 11, designated Marine, Navy, and Multi-National Forces in conjunction with Turkish forces will conduct a Seabasing Exercise. Tactical Connectors, such as the INLS will be used to transport prepositioned equipment and supplies via in-stream to Foreign and US Amphibious shipping for limited throughput of rolling stock to support multiple combined/joint Amphibious Force movements ashore under a scenario requiring amphibious raid tactics as well as HA/DR response. Ensure DOD capability to support COCOM deployment and sustainment requirements when and where seaports are inadequate, unavailable or when desire to minimize footprint ashore requires a seabase. (SO3 & SO 6) • Conduct interoperability training to document potential employment limitations or breakthrough. (SO 6) • Determine potential areas to leverage combined participation/contribution to enhance Seabasing training opportunities. This will be done through the use of a 5K. • Test and evaluate the ability to assemble armor on the MTVR in the well deck of an amphib and possibly while afloat on the RRDF • Utilize and evaluate the newly purchased Armoring Assembly Set loaded aboard the weatherdeck of the USNS Bobo. • If RW is available evaluate the ability to conduct HST operations off the RRDF • Test and evaluate new requirements ISO AAV “Splashing” operations to ensure prepositioned assets are configured and loaded in a manner that will support this method of movement. • Test and evaluate the ability of LOGCOM to have mandated “FIE Items” such as the SABER batteries flown to the AOR and marry up with seabased equipment. • Test ability to move fuel ashore from the seabase. Even if fuel is not actually move, run it through the planning process to identify gaps in capability UNCLAS

Summary • Decisions at the 3-4 Star Level are being made. • MPSRON-1 is in serious jeopardy of being placed into a Reduced Operating Status beginning in March 12 • Choices will have to be made in an effort to generate efficiencies. While MARFOREUR supports seabasing concepts we cannot choose seabasing enabling platforms over our current ones. Ships that carry 560 Containers, 150K of rolling stock, produce 25K of Water per day and can store 100K, carry and pump 1.2 M gallons of JP5 up to 1.7 miles off shore trumps the MLP or T-AKE.
