Aims and Objectives- Blueprint for developing and growing the site Create a coherent vision which can guide the development Design an environment that promotes safety and security An environment that provides ease of movement and access for both vehicles and pedestrians Provide development flexibility: ensure a structure that can respond to changing markets and requirements Identify lead projects and phasing methods to ensure a holistic approach through the lifespan of the development Promote a spatial model that is based on sustainable development scenarios, feasible projects and balanced infrastructure upgrades Establish an understanding of what the common environment looks like and how that can be translated into a sense of identity Identify opportunities which encourage developers, investors and owners to expand their own vision Clearly defined urban model with no grey areas of uncertainty
