Waste is everything that we do not need any longer and what the owner intend to dispose • Daily production of waste – difference in economic power to buy and in geographic position • InBiH in average we create 1.08kgof waste per day (per capita) • Annualy between 211 kg per capita HNK/Ž up to 386 kg per capita in Canton Sarajevo (KS) • In2010 was disposed 1.422.513 tons of waste • Daily production per cantons is estimated to be (TZ; KS) between 500 and 800 tons
Legal frame – development from 2000 (EU Phare strategy) 2002/2003 Law – by 2012 bylaws were not completed (deadline 6 months up to two years) • Reversed/upside-down pyramid of waste management (EU principles) • Collecting and disposal • 40% of collected waste to non-sanitary landfills • 36% not collected at all • Wild dumps (about 2000 – 1 million m2) • Collecting rate and responsibility for enforcing of the law • Lack of finances of local utility companies
Concept of regional landfills • Grude, Bihać, Tuzla – Not in my backyard (NIMBY) Money spent, still no solution on selection of the location • Sarajevo, Zenica - constructed regional landfills – partially solved Mostar, Tešanj and Krupa • Zenica – problem of insufficient quantities of waste which are transported to the landfills (Visoko, Olovo) (more than 800 wild dumps) • Problem from cantonal organization to the prices • Initiative for incineration plant Visoko (stopped by Federal Ministry of Environment and Tourism)
Mistakes of the past: • Unfortunate selection of municipal locations – Konjic, Jablanica, Kreševo • Unfortunate fee collection system (Gornji Vakuf – Uskoplje, Fojnica) • Lack of political agreements – landfill Krupac • Lack of law-enforcing system
