Defined in Annex II.14 they must be actual; they must be incurred by the beneficiary; they must be incurred during the duration of the project, Eligible Cost I
they must be determined in accordance with the usual accounting and management principles and practices of the beneficiary. The beneficiary’s internal accounting and auditing procedures must permit direct reconciliation of the costs they must be used for the sole purpose of achieving the objectives of the project and its expected results, in a manner consistent with the principles of economy,efficiency and effectiveness they must be recorded in the accounts of the beneficiary; they must be indicated in the estimated overall budget in Annex I Eligible Cost II
