Fire District Pros Cons • Requires minimum number of voters to create • Functions like a municipality • Needs the support of the town • Must be a registered voter in the town to vote on FD matters • All users have a vote • Functions like a municipality • Eligible for favorable loan terms from funding agencies • Eligible for more funding options • Transparent • Support of the Town • Protected by State Statute • Not regulated by PSB & DPS
Homeowners Association Pros Cons • Requires all users to agree and be members • Functions similarly to a municipality • Is not protected by Statute • Not all users can vote • All property owners have ownership and vote • Functions similarly to a municipality • Eligible for favorable loan terms from some funding agencies • Eligible for more funding options • Transparent • Does not need town approval • Not regulated by PSB & DPS

Do Nothing Pros Cons • Responsibility will revert to a willing and legal entity • DPS may revoke CPG • Decisions on future may be made quickly and without public input • Future is unknown • Public health may be risked • Users don’t have to do anything
Connect to Montpelier Pros Cons • Need to be organized somehow • Will have to upgrade distribution system • Need entity to collect payment, pay bills, etc. • May have to sample in system • May still be regulated by WSD • Expensive to connect • Reliable source of water
