What is retro-commissioning (Retro-Cx)? • Retro-Commissioning • Commissioning of existing buildings • Systematically optimize building systems so that they operate efficiently and effectively to meet current requirements • Often has substantial energy benefits • Can eliminate the need for costly capital improvements • Also called Re-Commissioning • implies building was once commissioned to meet design intent

  3. M&V Team Retro-commissioning Subcommittee • Goals: • ØProvide guidanceon retro-commissioning (retro-Cx) to rest of FEMP team to help facilitate implementation of retro-Cx projects. • ØIdentify issuesfacing SuperESPC program and develop solutions

Provide GuidanceSo far we have: • Posted retro-commissioning web links on LBNL web site (ateam.lbl.gov/mv) • Identified reference guide for conducting retro-Cx projects • ORNL / PECI “A Practical Guide for Commissioning Existing Buildings” • Identified other materials which relate to FEMP ESPC

Identify issuesThe hurdles for retro-Cx in SuperESPC:: • Requirement for a fixed price/fixed savings proposal prior to award • Since it can be difficult to accurately estimate either costs or savings, this becomes a contractual obstacle. • Persistence of the savings from retro-Cx is a concern in long-term contract • “continuous commissioning” approach or periodic follow-up activities • Motivating customers and ESCOs to promote retro-Cx in Federal facilities

  6. Possible steps to overcome barriers • Define procedures for identifying and conducting retro-Cx • Develop procedures for periodic follow-up for most common measures • Agency Education • Get ESCOs to promote to ESPC clients (How?)
