MAV Rural Land Use Planning Forum 15 March 2013 Damien Kennedy, Manager Regional Growth Plans DPCD
Regional Growth Plans Update • RGP snapshot • Relationship with Metropolitan Planning Strategy • Next steps – engagement, implementation
Why do we need them? • RGPs translate and integrate statewide regional land use planning policy • Provide a basis for regional co-ordination and future planning of infrastructure to support regional land use objectives • How will they be used? • Key directions will be implemented through the State planning system as it is applied by each council in regions • Will support decision making at a local level
How are they are being prepared? • Developed through a partnership between local government and state agencies and authorities • Each region has a Project Steering Committee and supporting technical structures • A DPCD project team supports the development of each plan
RGPs & the Metropolitan Planning Strategy • Melbourne and Victoria’s regions are inextricably linked • MPS will place strong emphasis on strengthening connections between Melbourne and Regional Victoria • MPS Project Team works closely with DPCD Peri-urban Unit and Regional Growth Plan team
MPS Discussion Paper, was released in October 2012 • Developed by the Ministerial Advisory Committee to prompt debate around the ideas and challenges for the future • Builds on nine strategic principles developed through consultation with key stakeholders in July 2012
Community engagement on RGPs • Occurs at 2 key stages of the project • Strategic directions brochure • Exhibition of draft RGP • Councils will be asked to endorse a final plan following public comment on the draft and changes in response to feedback
Next steps • G21 finalised and sent to the Minister for Planning • Wimmera Southern Mallee – completed public exhibition Dec 2012 – being finalised • Loddon Mallee South – public exhibition of draft - April 2013 • Central Highlands, Gippsland, Great South Coast, Hume and Loddon Mallee North – public exhibition of draft - June 2013 • All plans to be completed by October 2013
