Whatis PSC ? • Control of foreign ships calling in the ports of the other states of a region has been defined as a Port State Control • They are conducted under a legal cooperation system called MoU • We have today two different port state controls in the black Sea: PARIS MOU and Black Sea MOU. • If the principle is the same, as it is usual to follow IMO recommendations for PSC, the requirements, frequencies, check-lists, percentage of control, areas of control are not the same • For example, the PSC of Abuja does not operate at the same level compared to the TOKYO MOU; • The BS MoU is different from the PARIS MoU • A Memorandum of Understanding on Port State Control is a REGIONAL TOOL operating in the objective of detecting poor management from ship-owners and … poor foreign Flag State controls! • Hopefully the MOU secretariat is controlling the game; if not, this control can become a terrible table tennis game!

In conclusion • Even if there is no MoU for Port State control in the Caspian Sea, the PSC is effective • The VIMSAS or the MIMSAS will not completelysolve the problem • Sharing responsibilities within a common management system seems another step for improving the level of a region • If we build a CS SASEMAS there is no need to have a MoU on port state control… the SASEMAS will take care of all issues /recordings/database of this control of foreign ships.. • In association with • Ramboll, Milieu & Tethys
