The Federal Government Has Relied Upon A Blended Workforce To Accomplish Many Of Its Missions For A Very Long Time This Is Not A New Issue – “The Shadow Workforce” Has Been A Topic Of Debate For Over 50 Years – The Size of Government What The Government Is Delivering (particularly services) And What The Public Wants To Be Delivered Has Evolved And That Has Driven The Need For Expanded Private Sector Support The Efficiency Of Delivery of Services – Private Sector vs Public Sector Is A Newer Issue And A Key Part Of Today’s Debate Delivery vs Decisions On What Is Being Delivered Is Unclear A Downsized Government Workforce Didn’t Mean The Work Was Downsized As Well Not Just An Acquisition Workforce or “closely associated” (FAR 7.503) To Inherently Governmental Functions Issue – It’s A Human Capital Issue Throughout All Government Functions An Analysis And Updating Of Personal Services Laws And Regulations Have To Be Part Of Any Meaningful Resolution Some Perspective
