  1. Why Intellectual Property Policy in Europe remains a work in Progress? Summary: For business IP leaders, the European Intellectual Property landscape is considered by many as a ‘work in progress’. Yet even in the vacancy of a one-stop shop, many openings can be acquired at the level of the European continent, by cleverly using the incomplete but ever expanding instruments delivered by European IP law- makers. Europe’s patents apparatus, although occasionally excellent for business and easy to use are still often hidden in red tape. To better appreciate all the evolving opportunities available by the features of the European IP system, it is necessary to fully understand why and how the European market’s Intellectual Property system has evolved and still being developed. Over the last 30 ago, whereas some business sectors were already integrated in Europe, Intellectual Property laws, policy and practices were left to national authorities. Each country had its own rules for each Intellectual property rights covering patent and this represented a significant complication for IP business operators in search of efficient procedures. In Europe, IP rights namely industrial designs and of course trademarks are now widely intertwined. Thus the next big integration challenges are for patents and copyrights. In particular, there is a growing urgency for patents: protection for the same invention in, for instance, all the eight largest European Union markets still cost on average close to six times more than in the United States of America largely due to translation costings. Naturally, Intellectual Property rights within the EU have boundaries and restrictions, not least the issues that can arise due to the considerable market pull that IPRs generally provide to their proprietors. Thus IP policy within the European market looks to build upon the creative and innovative potential of its citizens, whilst maintaining the necessary social safeguards that are intrinsic to any form of Intellectual Property rights. In this regard, the European Union Currently faces exceptional challenges when looking to develop its IP process. We should examine underscoring where the exact problems do not seem to lie. As a whole the European Union’s level of Intellectual Property protection appears to be firmly at the top. The concerns is therefore not about boosting the level of IP preservation in the European Market, but rather about making better use of the available Intellectual Property system as it pertains to each European member state. It can be said that the EU endures from significant gaps in the ability to satisfactorily execute the IP system. Whilst the European Intellectual Property cultures can be considered highly advance in a number of European states, it is simply inappropriate in many others. A lack of education and bandwidth building are probably the most probable concerns for an ongoing lack of progress in reducing these gaps across the spectrum. In this context, growing a legitimate and enlightened use of the Intellectual Property system within the future is key for a triumphant compatibility of the EU Property arena.
