Higher education reform framework in Kyrgyzstan • New stage of political and economic reforms in Kyrgyzstan; • Conceptual and strategic documents on country development • Fast development of competitive ability of higher education system; • Recognition of Kyrgyzstan in regional and global educational area.

  3. Higher education system in Kyrgyzstan • 51 HEIs • 31 Public HEIs (92% students) • 20 private HEIs (8% students) • Students: 230,000 students • Teaching staff: 16,429 people

  4. Participation of Kyrgyzstan in Tempus • Since 1995 • 45 projects funded and implemented • 23 HEIs out of 51 participated (almost 50%) Tempus IV

Impact of Tempus on Bologna process introduction in Kyrgyzstan • Established National informational centers on Bologna process promotion (www.bolognakg.net) ТЕМПУС PP_SCM-T001Z04 «Создание групп по Болонскому процессу в Центральной и восточной Азии», SM_SCM-T012B04-2004 «Создание Национальных информационных центров по Болонскому процессу в Кыргызской республике», ; • Pilot curriculums, based on learning outcomes (Tuning) and ECTS;(TP_SCM-T041A04-2004(KG) Разработка руководства по внедрению ECTS в вузах Кыргызстана», • National Bureau of ECTS/DS coordinators under the Ministry of education and science; «SM_SCM-T045B05-2005 « Создание Национального бюро ECTS»

Impact of Tempus on Bologna process introduction in Kyrgyzstan • CANQA, Обеспечение качества в международном контексте» • Development of legal and regulatory basis on : • Modernization of existing curricula; • Development and introduction of new curricula; • ECTSintroduction; • Support to provision of diploma comparability; • Development of state educational standards of new generation based on learning outcomes and ECTS.

  7. Impact of Tempus on quality assurance in higher education • Development and approbation internal quality assurance models (EFQM, ISO 9000); • Development of criteria and proceedings on external assessment compatible with ENQA standards; • Establishment of first independent accreditation systems; • Establishment of network on accreditation on regional level; • External assessment and accreditation of Kyrgyz universities by European accreditation agencies. Direct involvement of Ministry of education and science Implementation at national level.

  8. Tempus impact on Capacity building at HEIs • Change in university governance (to include examples); • Development of new culture of teaching and assessment; • Teaching staff mobility and training • Widening of international cooperation; • Development of student-oriented services; • Upgrading technical infrastructure (labs, classrooms of new generations, equipment)

  9. Impact of Tempus on interaction with labor market and intercultural communications • Introduction of new methods of interaction between HEIs and the labor market at institutional and national levels; • Support to educational programmes in response to labor market needs in priority fields • Development of intercultural communications at individual, institutional and national level.

  10. Tempus support to Higher Education Reform Experts team • Internationalization of higher education; • Lobbying for HE reforms; • Know-how transfer from EU to KG; • Development of normative and methodical documents; • Delivery of expertise on HE; • Capacity building of HEIs on introduction of Bologna principles
