  1. LDEQ Laboratory Internal Program Descriptions LDEQ Analytical Laboratory Program (General/Inorganic/Radiation) LDEQ Analytical Laboratory Program (Organic H2O/Air) LDEQ Environmental Laboratory Accreditation Program (LELAP) as of March 11, 2008

  2. Program Information: The LDEQ Environmental Laboratory staff conducts environmental analysis of solid, liquid and gaseous compounds and materials using both organic and inorganic methods and procedures. In addition, the Laboratory provides technical expertise to regional, local and other state agencies regarding environmental analytical test methods, analyses and processes. How was the program created? Promulgated in accordance with R.S. 30:2011 (F) and Promulgated by the Department of Environmental Quality, Office of the Secretary, LR 24:917 (May 1998), amended by the Office of Environmental Assessment, Environmental Planning Division, LR 26:1434 (July 2000), LR 29:312 (March 2003). 3. LDEQ Analytical Laboratory Program Benefit of program to Louisiana Citizens: The LDEQ Environmental Laboratory reduces external costs, minimizes ancillary resource requirements, ensures near real time testing, and facilitates closer agency coordination. Primary contact: Melvin C. Mitchell Direct phone line: 225-219-9880 Other staff members involved with program: Leonard Killmer, Env. Manager – Organic Chemistry Donna Haydel, Env. Manager – Inorganic/General Chemistry/Radiation Paul Bergeron, Supervisor – La Env. Lab Accreditation Program David Boucher, Env. Scientist III (Team Leader) – Radiation Monitoring LDEQ Web address:http://www.deq.louisiana.gov/portal/tabid/72/Default.aspx

  4. LDEQ Analytical Laboratory Radiological Analysis Program Program Information: The LDEQ Environmental Laboratory’s Radiological Analysis Section of the General Inorganic Chemistry Unit is in charge of maintenance of radiological detection equipment for sample collection and laboratory instrumentation. The mission of the section is to provide radiological analyses for Louisiana’s three operating nuclear power plants: Waterford-3 Steam Electric Station, River Bend Station, and Grand Gulf Nuclear Station.

  5. LDEQ Analytical Laboratory Radiological Analysis Program Benefit of program to Louisiana citizens: The Radiological staff routinely audits plants and collects samples. In addition, the laboratory staff, when necessary, performs special studies of potentially radiologically contaminated property. Primary contact: Dr. David Boucher Direct phone line: 225-219-9883 Other staff members involved with program: Donna Haydel, Environmental Manager – Inorganic/General Chemistry Merrikh Ramezanian, Environmental Scientist III, Radiation LDEQ Web address: http://www.deq.louisiana.gov/laboratory/ or email address: deqlaboratory@LA.GOV

  6. LDEQ Environmental Laboratory Accreditation Program (LELAP) Program Information: The LELAP Section is responsible for auditing more than 300 analytical laboratories nationwide and in Louisiana annually. The LELAP Section evaluates currently approved or emerging analytical test methods. The Audit section reviews laboratory practices and procedures from initial sampling, to evaluation of chain of custody procedures through the specific laboratory analysis and ends with data validation/verification. LELAP’s mission is to ensure the accuracy, precision, and reliability of data generated by laboratories nationwide that provide analytical laboratory data to LDEQ. How was the program created? Promulgated in accordance with R.S. 30:2011 and Promulgated by the Department of Environmental Quality, Office of the Secretary, LR 24:917 (May 1998), amended by the Office of Environmental Assessment, Environmental Planning Division, LR 26:1434 (July 2000), LR 29:312 (March 2003).

  7. LDEQ Environmental Laboratory Accreditation Program (LELAP) Benefit of program to Louisiana citizens: LELAP’s accreditation efforts ensure the accuracy, precision, and reliability of data generated by commercial laboratories that provide data to LDEQ. Primary contact: Paul Bergeron Direct phone line: 225-219-9879 Other staff members involved with program: Melvin Mitchell – Environmental Administrator/Lab Director LDEQ Web address:http://www.deq.louisiana.gov/laboratory/or email address:deqlaboratory@LA.GOV
