  11. What kind of response? Two models are working in parallel: • The IASC Mental Health & Psychosocial model with its Guidelines • Addressing emergency situations • Major stakeholders: INGOs and UN agencies • Public Health model • Addressing present chronic complex emergency • Major stakeholders: MoH, GCMHP and UNRWA

MoH’s next 4 year plan • Updated plan on the organization of MH services in the oPt from 2010-2014 – supported by WHO • Major focus on de-institutionalization: • Move focus from hospital to communities • Move from the illness alone to the person and the social disability • Move from individual treatment to the social context of patient • Move from MH to psychosocial interventions

  13. MoH Capacity Building • A new MH directorate within MoH, with 3 dept: • Training • Evaluation and research • Rehabilitation dept • 6 community MH centers (one in each governorate) • As of today, 40’000 patients registered, of whom 6,000 are followed up regularly

Gaza Community Mental Health Program • Palestinian NGO established since 1990 – supported by a European Consortium headed by the Swiss Department for Cooperation (SDC) • Providing comprehensive community mental health services (3 centres) • Working fields • Children: therapeutic & preventive progr • Women: the Women’s Empowerment Project • Human rights: treatment of victims of torture • Training programs: psychotherapy & counseling

UNRWA Taking care of 65% of refugees in Gaza • Community MH Programme, distributed throughout the school system in the whole of Gaza Strip • Services provided by first line professionals: teachers, health staff, relief workers • School Mental Health & Counselling system • MH in Primary Health Care Centers

Training programs • WHO: a skills-based training in integrative psychotherapy for 22 health professionals • MoH: integration of MH into PHC training modules for over 200 staff • GCMHP: 12 mo intensive course with 12 modules • Islamic University: community MH nursing postgraduate programme + 18 mo diploma in psychotherapies with a master degree

  17. Major issues • Current political divide between Fatah and Hamas • Fragmentation of MH structures in the Gaza Strip • Need to rehabilitate buildings first • Training programs are scarse and scattered • Too little staff trained

  18. Mapping & Referral system • Great need for unifying the MH system in Gaza • Need of a comprehensive network of qualified professionals • Terre des hommes (Lausanne), funded by UNICEF, has started a project of mapping • Helping major MH stakeholders build a MH and psychosocial Referral system
